On September 27, 2025, the National Leader of the Turkmen People, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov met with the head of the Republic of Tatarstan of the Russian Federation Rustam Minnikhanov who arrived in Ashgabat to participate in celebrations dedicated to the Independence Day of Turkmenistan.

Before the meeting, Hero Arkadag and the head of Tatarstan had a photo in front of the national flags of two countries.

Expressing sincere gratitude for the warm welcome, the guest congratulated the Chairman of the Halk Maslahaty on the 34th anniversary of independence of Turkmenistan. The head of Tatarstan conveyed warm greetings to Hero Arkadag and President Serdar Berdimuhamedov from the President of the Russian Federation Vladimir Putin and the Prime Minister Mikhail Mishustin .

Warmly greeting Rustam Minnikhanov, the National Leader of the Turkmen People congratulated him on his victory in the election of the head of the Republic of Tatarstan of the Russian Federation. It was noted that the first country which the leader of Tatarstan visited after his election is fraternal Turkmenistan that demonstrates the high level of bilateral relations.

Addressing the head of the Republic of Tatarstan, Hero Arkadag also conveyed greetings and best wishes to the leadership of the Russian Federation.

Hero Arkadag emphasized his fond memories of the visit of Rustam Minnikhanov to Turkmenistan in August of current year. The dynamic and effective partnership between Turkmenistan and the Republic of Tatarstan within the framework of the interstate dialogue with the Russian Federation was emphasized.

The sides also discussed the development of economic ties. In this context, the important role of the Joint Turkmen-Tatarstan Working Group on Trade, Economic, Scientific, Technical, and Cultural Cooperation was emphasized.

It was underlined that great importance is attached to strengthening and expanding humanitarian contacts, including in the scientific and educational spheres. Scientists, educators, and cultural figures, as well as delegations from both sides, actively participate in major international events held in Turkmenistan and Tatarstan.

The head of Tatarstan of the Russian Federation, emphasized the efforts of the President of Turkmenistan to develop friendly relations between the two peoples.

Hero Arkadag expressed confidence that Rustam Minnikhanov's current visit will give new impetus to the further development of Turkmen-Tatarstan cooperation and the strengthening of friendly relations between the two fraternal peoples.
