Today, President Serdar Berdimuhamedov held an online meeting of the Cabinet of Ministers, at which the work carried out in the country for nine months of the current year, was summed up. 

Chairwoman of the Mejlis D.Gulmanova, who informed on results of the activity of the national Parliament for the January-September period of this year to strengthen the legal framework of the state, was the first to take the floor.

As she informed, during the considered period 16 legal acts were adopted. They included - the constitutional Law of Turkmenistan «On the legal basis of the policy of peace and trust of neutral Turkmenistan», Laws of Turkmenistan «On approval and enactment of the Civil Code of Turkmenistan", "On courts", "On the uniform state register of voters", "On establishment of the anniversary medal of Turkmenistan «Türkmenistanyň Bitaraplygynyň 30 ýyllygyna", " On accession to the Protocol to the International Convention on Load Lines». According to time realities, and changes and amendments were made to the current legal acts connected with criminal, arbitration, civil, criminal procedure, family and labour relations, tax, administrative-industrial issues, activity of the motor transport sphere as well as relations in such areas as migration, law-enforcement bodies, customs. In the specified period, the Mejlis adopted 14 resolutions.

At the same time, she informed that 9 credentials from Ambassadors Extraordinary and Plenipotentiary of various states accredited in Turkmenistan were received, 51 meeting concerning bilateral cooperation with representatives of parliaments of different states, foreign diplomatic missions were held.

Besides it, deputies and specialists of the Mejlis took part in 78 seminars concerning perfection of legislative activity and maintenance of realisation of state programs organised together with authoritative international structures. With a view of exploration of advanced experience in the legislation sphere, 29 office trips of deputies were organized to abroad. In the Avaza national tourist zone within the Third Conference of the United Nations on land-locked developing countries, the parliamentary forum was successfully held.

Summing up the information, President Serdar Berdimuhamedov noted the importance of further development of our sovereign state and perfection of its legal basis. In this connection, the head of Turkmenistan focused attention on continuation of work to modernise the national legislation.

Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on macro-economic indicators for nine months of the current year.

As he informed, due measures aimed at maintenance of stable development of segments of economy and regions of the country, increase of standards of living of the population are taken. As a result for the specified period, the rate of increase of GDP increased by 6,3 percent, including in the industrial branch, the  rate of increase made up 1,8 percent, in construction - 7 percent, transport-communication sector - 10,8 percent, trade - 9,6 percent, agriculture - 5 percent, sphere of services - 8,4 percent.

The volume of production as compared to the similar period of 2024 for the January-September period grew by 10 percent, industrial indicators by branches demonstrated positive results.

For three quarters of the current year, retail goods turnover as compared with the same period of the past year was higher by 13,2 percent, and foreign trade turnover - 8,5 percent.

The revenues part of the State budget for the January-September period was fulfilled by 100,2 percent, and expenditure part - 96,3 percent.

The sizes of salaries at large and medium size enterprises of the country as compared  to the corresponding period of 2024 increased by 11,8 percent. Salaries, pensions, welfare payments and scholarships of students were financed in due time.

As compared with the similar period of the past year,  the volume of the capital investments implemented at the expense of all sources of financing, grew by 8,7 percent.

He also reported on the work realized within the realisation of the «Program of the President of Turkmenistan of social and economic development of the country in 2022-2028», in particular, on the course of construction and reconstruction of different projects.

Having heard the report, the head of the state pointed out the importance of consecutive perfection of activity of financial and economic, bank complexes, adoption of further measures to maintain stability of the rate of increase of GDP, harmonious functioning of branches and gave the Deputy-Chairman of the Cabinet a number of concrete instructions to that end.

Further, Deputy-Chairman of the Cabinet B.Amanov reported on results of the work carried out for the January-September period of the current year to increase in volumes of oil and gas production and expansion of routes of their deliveries to world markets.

As he reported, the plan for oil production by "Türkmennebit» State Concern was fulfilled by 109,7 percent.

For nine months of this year, the plan for oil refining was fulfilled by oil refining factories by 109,4 percent.

For the accounting period, plan for gasoline manufacture was fulfilled by 108,8 percent, diesel fuel - 101 percent, lubricant oils - 100 percent, extraction of natural and accompanying gas - 103,1 percent.

Along with it, he informed on the reached technical and economic indicators in manufacture of polypropylene, liquefied gas, export of natural gas.

Summing up the report, President Serdar Berdimuhamedov marked the significance of effective involvement of capacities of enterprises of the oil and gas complex. Having emphasised the necessity of opening of new deposits of hydrocarbon resources at the expense of introduction of modern technologies, constant perfection of work in oil and natural gas refineries, the head of the state gave the Deputy-Chairman of the Cabinet corresponding instructions.

Deputy-Chairman of the Cabinet T.Atahallyev reported on results of the activity of the subordinate complex for the January-September period of 2025 as well as on the agricultural work carried out in velayats. 

As he informed, by the agricultural sector, the rate of increase of manufacture as compared with the similar period of the past year made up 112,9 percent. By the Ministry of Agriculture, this indicator was equal to 102,3 percent, by the Ministry of Environmental Protection - 100,9 percent, by the Water Economy State Committee - 136,4 percent, by "Türkmenpagta" State Concern - 124,2 percent, «Türkmengallaönümleri» State Association  - 104,6 percent, by «Türkmenobahyzmat» State Association - 101 percent, State Food Processing Industry Association - 109,9 percent, State Cattle Breeding and Poultry Farming Association - 102,6 percent, by «Türkmen atlary» State Association - 101,1 percent. The plan for implementation of investments was fulfilled by 259, 7 percent.

As he reported, within the seasonal campaigns in velayats, the winter wheat sowing proceeds, measures on effective involvement of agricultural machinery and grain seeders are taken during this campaign and sown fields are timely irrigated.

At the same time, he informed on the course of the cotton-picking harvest season. The corresponding work aimed at maintenance of proper harvest of grown crop and processing of raw cotton in ginneries is in this connection carried out.

Having heard the report, the head of the state noted the importance of strict control over agricultural activities carried out in the country, increases of rates of cotton-picking campaign. Besides it, it was underlined that it is necessary to hold the course of wheat sowing in velayats in the centre of attention and to take necessary measures to obtain a high yield of crops and to attach a special significance to the development of animal industries and increase in livestock of cattle. In this connection, concrete instructions were given to the Deputy-Chairman of the Cabinet.

Then, the Deputy-Chairman of the Cabinet reported on the activity carried out to increase standards of living of people and perfection of the system of governance.

So, according to the Resolution of the President of Turkmenistan, in Altyn asyr etrap of Akhal velayat, Garaşsyzlyk and Gubadag etraps of Dashoguz velayat, Dovletli, Farab and Garabekewul etraps of Lebap velayat and Oguzhan etrap of Mary velayat khyakimliks were created, their staff lists and structures were approved.

In this connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.

Addressing members of the Cabinet, President Serdar Berdimuhamedov underlined that at the recent meeting of the Khalk Maslakhaty of Turkmenistan the Resolution on creation of several new etraps in the country was adopted.

The head of the state, having pointed out that he has signed prepared documents on appointment of khyakims and deputy khyakims to several etraps of Akhal, Dashoguz, Lebap and Mary velayats, wished successes to new heads.

Deputy-Chairman of the Cabinet B.Annamammedov reported on results of the activity of the construction-industrial complex for the January-September period of the current year.

As he informed, for the specified period, the plan for production and the work carried out was fulfilled by 105 percent.

By the Ministry of Construction and Architecture, the plan for production, work and services was fulfilled by 114,3 percent, by the Ministry of Industry and Construction Production - 108,5 percent, by the Ministry of Energy - 109,5 percent, by "Türkmenhimiýa" State Concern - 101,1 percent.

By the State Agency for Road Construction Management, the plan for works was fulfilled by 103, 3 percent, and the amount of work, realised by Ashgabat khyakimlik was equal to 99 million manats.

Having heard the report, President Serdar Berdimuhamedov underlined the significance of adoption of corresponding measures on further increase in volumes of production made by the construction-industrial complex. At the same time, having focused attention on the necessity of continuation of work to commission new enterprises into operation, effective involvement of capacities, the head of the state instructed the Deputy-Chairman of the Cabinet to hold completion of construction and commissioning of buildings and facilities planned for the current year under strict control.

Then, Deputy-Chairman of the Cabinet N.Atagulyev reported on results of the work of accountable ministries and sectoral departments as well as the private sector for the January-September period of this year.

For the considered period, by the Ministry of Trade and Foreign Economic Relations, the rate of increase of goods turnover as compared with the similar period of the past year,  made up 118,4 percent, productions - 100,3 percent.

By the Ministry of Textile Industry, the rate of increase of production was fulfilled by 107,5 percent, including as compared to the corresponding period of 2024, manufacture of cotton yarn reached 116,7 percent, cotton fabrics - 120,7 percent, tanning production - 119,6 percent.

The plan for production by «Türkmenhaly» State Association was fulfilled by 100 percent.

For the accounting period, the State Commodity and Raw Materials Exchange held 222 exchange auctions and registered 21 thousand 581 contracts.

For nine months of this year, the rate of increase of the work implemented by the Chamber of Commerce and Industry made up 116,9 percent.

By the Union of Industrialists and Entrepreneurs, the rate of increase of manufacture of agricultural and food production reached 107,2 percent, industrial products - 105 percent.

Summing up the report, President Serdar Berdimuhamedov focused attention on the importance of constant improvement of supply of markets and shops of the country with food and other demanded goods. Having noted the necessity of expansion of the sphere of trade and services, creation of new workplaces at the expense of increase in number of modern enterprises, continuation of the work to adjustment the activity of textile complexes according to requirements of the time, the head of the state gave the Deputy-Chairman of the Cabinet a number of concrete instructions to that respect.

Deputy-Chairwoman of the Cabinet B.Seyidova reported on results of the activity of the subordinate sphere for the January-September period of the current year.

As she informed, on the occasion of announcement of 2025 as the «International year of peace and trust» as well as the glorious 30th anniversary of permanent neutrality of Turkmenistan, holidays and significant dates of the national calendar various cultural actions and celebrations were organised. Early announced creative competitions were summed up.

In September of this year, the capital Congress centre hosted the festive concert of workers of art and culture of the country in honour of the 34th anniversary of independence of our sovereign fatherland and a solemn parade was held in front of the State tribune, a festive concert was held on the square before the Alem cultural entertaining centre.

She also informed on the work carried out by libraries, museums and mass media.

Having heard the report, President Serdar Berdimuhamedov pointed out the importance of further perfection of the activity of sphere of culture as well as continuation of the work on popularisation and preservation of the national cultural heritage for future generations.

Then, Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on results of the activity of accountable spheres for the January-September period of the current year.

As she informed, during the considered period, the reforms aimed at education of well-read generation continued. In this activity, advanced methods of teaching were widely applied, new textbooks were published.

Schoolchildren of 1st forms on behalf of Hero-Arkadag and the President of Turkmenistan were presented as gift with laptops "Bilimli". With participation of National Leader of the Turkmen people, Hero-Arkadag a solemn opening of the International University of Industrialists and Entrepreneurs took place. Besides it, during the accounting period, the opening of several secondary schools and kindergartens was held.

For this period, in international subject and Internet Olympiads schoolchildren won 136 gold, 156 silver and 128 bronze medals, and students - 62 gold, 109 silver and 164 bronze medals.

In the specified period, advanced methods of applied medicine were introduced in prevention and medical activity. On the occasion of the 30th anniversary of adoption of the Government program «Saglyk», various events were organised. At the expense of the Charity Foundation for Providing Assistance to Children in Need of Guardianship named after Gurbanguly Berdimuhamedov operations and treatment of sick children were carried out.

Along with it, due work continued to develop physical training and sports, to train professional sportsmen. She also informed on the well-organized international tournament in the national wrestling goresh and alysh, the international tournament in chess among sportsmen under 8, 10 and 12 years olds. The national teams took part in the international competitions and won a total of 754 medals.

Having heard the report, President Serdar Berdimuhamedov noted that one should pay priority attention to adjustment of appropriate activity of education spheres, sciences, public health services and sports as well as to the modern education of the younger generation.

The head of the state instructed the Deputy-Chairwoman of the Cabinet to attach a special significance to further perfection of the national system of public health services and development of sports.

Further, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on the activity of the Ministry of Foreign Affairs for nine months of the current year.

As he underlined, under the leadership of President Serdar Berdimuhamedov neutral Turkmenistan consistently realises the foreign policy aimed at development of friendship and constructive cooperation in bilateral and multilateral formats. With a view of fulfilment of the instructions given by the head of the state and solution of goals in view, corresponding work was carried out in the considered period.

He pointed out that from the beginning of year, the President of Turkmenistan made working visits to the Republic of Uzbekistan, the Russian Federation, Republic of Kazakhstan, and People’s Republic of China, the United States of America, Japan, and Mongolia.

In the specified period, visits of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag to the Principality of Monaco, Republic of Kazakhstan, the Kirghiz Republic, Republic of Uzbekistan, the French Republic, Republic of Tatarstan of the Russian Federation and Azerbaijan Republic took place.

With a view of participation in the Third Conference of the United Nations on land-locked developing countries, held in August of the current year in the Avaza national tourist zone, Turkmenistan was visited with Presidents of Kazakhstan, Uzbekistan, Tajikistan, São Tomé and Príncipe, Armenia, King of Eswatini and Chairman of the Presidential Council of the State of Libya.

For participation in the tripartite high-level meeting, which was held on August 22 in our country, Presidents of the Republic of Azerbaijan and Republic of Uzbekistan visited our country.

Within the working visit to the city of New York (USA), made on September 21-24 with a view of participation in the work of the anniversary 80th session of the General Assembly of the United Nations Organization, the head of Turkmenistan held meetings with Secretary General of the United Nations, King of Eswatini, the Federal President of the Austrian Republic, the President of the Portuguese Republic, the President of the Swiss Confederation and the Crown Prince of the State of Kuwait.

During the accounting period, visits of heads of governments and representatives of high rank of several countries to Turkmenistan also took place.

One of the key areas of the foreign policy strategy of our fatherland is development of constructive partnership with inter-regional and international organisations. In the given context, it was noted that from the beginning of year Turkmenistan was visited by the Secretary general of the United Nations Organization as well as secretaries general of the Economic Cooperation Organization, the International Bureau of Exhibitions, the Organization of Turkic States, the International Organisation of Turkic culture, the International Union of Motor Transport, heads and representatives of other international structures.

Visits of foreign delegations to Turkmenistan as well as visits of local delegations to abroad in the January-September period also attest to the dynamical development of interaction with foreign partners. In the online mode, 433 meetings of various levels were held. Our country also hosted 2063 official negotiations and meetings with representatives of foreign states and international organisations. From the beginning of year, the contractual and legal basis of international relations of Turkmenistan was filled up with 134 documents.

A regular character is inherent in contacts in the area of foreign policy departments. A number of bilateral consultations were held with foreign policy departments during the considered period. Meetings with the High Representative for Foreign Affairs and Security Policy - the Vice-President of the European Commission and European Commissioner for International Partnerships also took place.

In realisation of the foreign policy of Turkmenistan, the great attention is given to the strengthening and expansion of diplomatic relations through Embassies. Corresponding work was carried out in the considered period in the given sphere.

Summing up the report, President Serdar Berdimuhamedov focused attention on the importance of further consecutive strengthening of interaction with world countries in trade and economic, cultural-humanitarian and scientific-educational spheres as well as development of relations with authoritative international structures. In this connection, the head of the state instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to prepare properly for the international events to be held in honour of the holiday of neutrality of our sovereign fatherland.

Further, Deputy-Chairman of the Cabinet M.Chakyev reported on results of the activity carried out for nine months of 2025 in subordinate structures.

For the specified period, the rate of increase of the work and rendered services by the transport-communication complex made up 114 percent.

The plan for cargo transportation by means of motor, railway, air, sea and river transports was fulfilled by 101,3 percent, for passenger transportation - 104,9 percent.

During the accounting period, the rate of increase of rendered services in the Ministry of Railway Transportation reached 105,1 percent, Ministry of Motor Transport - 113,6 percent, «Türkmenhowaýollary» Public service - 114,9 percent, Public Service of Marine and River Transport - 107,8 percent, Ministry of Communications - 120,1 percent.

Having heard the report, President Serdar Berdimuhamedov pointed out the significance of consecutive perfection of the activity of the complex for fulfilment of goals put before the transport-communication sector. In this connection, the head of the state instructed the Deputy-Chairman of the Cabinet to take appropriate measures on increase in volumes of passenger and cargo transportation, creation of favourable conditions for international transport-transit activities.

Then, addressing members of the Cabinet, President Serdar Berdimuhamedov underlined that results of the work realized in the country for nine months of the current year show successful realisation of the adopted programs.

For the accounting period, the rate of increase of GDP made up 6, 3 percent. In the country, industrial, social, and cultural projects were put into operation, sectors of economy are reformed, industrial branches are consistently modernised, the head of the state said.

Further, the President of Turkmenistan focused attention on the importance of work on further social and economic development of our state, increase of standards of living of happy citizens.

At the meeting a number of other significant issues of state life, on which corresponding decisions were made, were also considered.

Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their work for prosperity of our sovereign fatherland.
