The latest issue of the quarterly scientific and practical journal «Foreign policy and diplomacy of Turkmenistan», published by the Ministry of foreign affairs in Turkmen, Russian, and English, has been released. Its publications introduce a broad readership to key events in the foreign policy of the country in the third quarter of this year—the International year of peace and trust.

The magazine opens with an article dedicated to the visit of the National Leader of the Turkmen People, Chairman of the Halk Maslahaty of Turkmenistan, Gurbanguly Berdimuhamedov, to the Republic of Azerbaijan on the 16th to 17th of July. At a meeting with the President of the Republic of Azerbaijan, Ilham Aliyev, Hero-Arkadag, noting the extensive opportunities for further developing cooperation between the two friendly states in various areas, emphasized that, thanks to the efforts of both sides, the Turkmen-Azerbaijani partnership is focused, developing rapidly, and based on mutual respect and openness. During the visit, the National Leader of the Turkmen People held meetings with the Speaker of the National Parliament of the friendly country, Sahiba Gafarova, and the Chairman of the Caucasus Muslims Board, Sheikh-ul-Islam Allahshukur Pashazade, and also visited the cities of Fuzuli and Shusha as part of a cultural program. The Turkmen coast of the Caspian sea, a sea of friendship and cooperation, has become a hub for high-level meetings and international forums this year. In this regard, the magazine published an article dedicated to the trilateral Turkmenistan-Azerbaijan-Uzbekistan Summit, which took place on the 22nd of August in the «Avaza» National tourist zone. As is known, this meeting was attended by the National Leader of the Turkmen People and Chairman of the Halk Maslahaty of Turkmenistan, Gurbanguly Berdimuhamedov, President of the Republic of Azerbaijan Ilham Aliyev, and President of the Republic of Uzbekistan Shavkat Mirziyoyev. A joint Declaration was adopted following the meeting.

The publication also provides extensive coverage of the events held in the «Avaza» National Tourist Zone during the Third Conference of the Organisation of United Nations on Landlocked Developing Countries (LLDC), which became a significant event not only this year but also this decade in global political life. High-ranking officials from over 100 countries, approximately 50 international organisations, over 20 major companies, and media representatives from approximately 40 countries arrived in our country to participate in the International forum. The Conference included 6 plenary sessions, 5 high-level «roundtable» discussions, 7 high-level forums, and approximately 40 side events. These events addressed a wide range of issues related to the development of landlocked developing countries. President Serdar Berdimuhamedov, speaking at the first plenary session of the Conference, put forward a number of specific initiatives aimed at ensuring global sustainable development and the interests of LLDCs. Following the International forum, the «Avaza political declaration» was adopted. Bilateral meetings between the head of state and high-ranking officials who arrived to participate in the Forum also took place.

The conference gave new impetus to a deeper understanding of the challenges facing LLDCs and to the mobilization of the international community to find innovative and practical solutions for their sustainable development. This is detailed in the articles by Rabab Fatima, UN Under- General-secretary and High representative for the least developed countries, landlocked developing countries and small island developing states, «From Awaza to action: Realising the opportunities of the LLDC decade through partnerships»; Umberto de Pretto, General-Secretary of the International road transport union (IRU), «It is up to us: from landlocked countries to powerful land-linked trade and logistics hubs»; and Roland Mollerus, acting director of the Office of the High Representative for the least developed countries, landlocked developing countries and small island developing states of the UN, «An Innovative approach to achieving the Sustainable development goals».

In early September, President Serdar Berdimuhamedov paid a working visit to the United States, where he addressed the plenary session of the 80th anniversary session of the Organisation of United Nations General Assembly in New York. As noted, Turkmenistan, recognising its responsibility as a permanently neutral state, is prepared to begin implementing further practical steps aimed at creating an atmosphere of cooperation, mutual understanding, and respectful dialogue as the primary and defining condition capable of ensuring stability and sustainable development in the global and regional spheres. The significance of the initiatives put forward by the head of state from the UN rostrum is particularly emphasised in the article «Turkmenistan – Community of Nations: a confident step of diplomacy for peace and development», published in the journal.

The participation of Turkmenistan in Shanghai Cooperation Organisation summits as a guest of honour has become a long-standing, noble tradition. This demonstrates a mutual interest in developing and deepening cooperation. This was stated by President Serdar Berdimuhamedov at the latest summit of organisation, held in Tianjin, China. During his visit, the head of state held meetings in Beijing with President of the People's Republic of China Xi Jinping, member of the Standing committee of the Politburo of the Central committee of the Communist party of China and First Vice Premier of the State Council of the People's Republic of China Ding Xuexian, and also participated in celebratory events. The article «Turkmenistan-SCO: toward a multifaceted strategic partnership», which has attracted attention of readers, is dedicated to this visit.

The article «The historical roots of Turkmen neutrality» presents readers with an overview of the development of international legal status of our country, three times recognised by the UN. The article «The 30th anniversary of Turkmenistan's neutrality as a foundation for global dialogue and cooperation» recounts the achievements achieved during this period. The magazine also features materials containing the opinions of diplomatic personnel on areas for developing mutually beneficial cooperation with friendly countries, including Pakistan and Croatia. An article dedicated to a new vector of integration between Central and South Asia discusses the importance of infrastructure projects being implemented in Afghanistan. The publication also addresses issues related to the content of diplomatic protocol and the harmonisation of national legislation with international law in the exercise of property rights.

Overall, the articles published in this publication clearly reflect the positive direction of foreign policy of our country. Advocating for the development of cooperation at the regional and global levels, Turkmenistan actively promotes effective dialogue with states and international organisations in the interests of ensuring peace, security, and stability.

The latest issue of the magazine concludes with a section titled «Diplomatic life chronicle». This section provides a brief overview of events in the third quarter of 2025, including meetings and negotiations at various levels, consultations between foreign ministries, meetings of intergovernmental commissions, and more.
