Regular 18th session of the Mejlis of Turkmenistan of the fifth call with participation of representatives of ministries and departments as well as mass media took place. According to the agenda, the Draft Law of Turkmenistan “On Industrial Safety at Production Facilities” was brought for review by the parliamentarians. During the discussion of the document, it was noted that the Law defines legal, economic and social aspects of provision of safe operations of dangerous production facilities. The Law is aimed at prevention of incidents and readiness of the organizations operating dangerous facilities for localization and operational response of possible accidents. Reviewing the Bill of Turkmenistan “On Architectural Activity”, the deputies focused the attention at unprecedented construction rates expanded in the country. New Bill reflects the priorities of urban planning policy of President Gurbanguly Berdimuhamedov. This document sets legal, economic and organizational basis of architectural activity and is aimed at formation of favourable environment of vital activity of human, achievement of esthetical expressiveness, reliability of buildings, constructions and complexes. Speaking of the necessity of wide practical implementation of advanced architectural and engineering solutions, the parliamentarians highlighted that the need in improvement of quality of the architectural solutions, which have to meet highest requirements of modern time, increases together with the growth of economy and prosperity of the society. The objectives of protection of historical and architectural monuments, located nearby living estates, industrial facilities and agricultural fields, require more efforts. There was interested share of visions during discussion of the Draft Law of Turkmenistan “On Lease” that regulates economic, legal and organizational basis of leasing relations and is aimed at development of the market of leasing services in Turkmenistan. In particular, based on relative agreement, the property may be leased for exercising business activities. This Law is also urgent in the context of transit of national economy to market relations and further development of private sector and entrepreneurship. The Draft defines and opens the conception of the object of lease, party of lease agreement and provides standards and provisions related to legal regulation of leasing relations as well as property elations during lease. Besides, it describes different types of lease relations. The next Bill, presented by the deputies was “On Collection, Protection and Rational Use of Genetic Resources of Cultural Plants”. New law defines legal basis of the Government policy in collection, protection and rational use of genetic resources of cultural plants including their wild life congeners. It is very important for steadfast development of agriculture, increase of food and other agricultural production, implementation of scientific, research and selection activities. After, the Draft Bill of Turkmenistan “On State Protocol” in new edition, setting the procedure of establishment of international relations with foreign countries, their governments and international organizations on different levels, was presented for review by the Parliament. The deputies also discussed the Draft Bills “On Amendments and Addendums to the Code of Turkmenistan on Administrative Delinquencies”, “On Addendums to the Law of Turkmenistan on the Bar and Legal Practices in Turkmenistan”, “On Amendments and Addendums to the Criminal and Execution Code of Turkmenistan”, “On Amendments and Addendums to the Law of Turkmenistan on Non-governmental Organizations”, “On Amendments and Addendums to the Law of Turkmenistan on Internal Affairs Agencies of Turkmenistan”, “On Amendments to the Law of Turkmenistan on Civil Defence”, “On Amendments to the Law of Turkmenistan on Organization and Conduct of V Asian Indoor and Martial Arts Games in Ashgabat in 2017”, “On Amendments to the Code of Turkmenistan on Land”, “On Amendments and Addendums to the Law of Turkmenistan on Migration”, “On Termination of Law of Turkmenistan On Archyns” The drafts of legal acts submitted for review to regular session of the Mejlis of the fifth convocations were unanimously approved and adopted.
