Today, President Serdar Berdimuhamedov held the first online meeting of the Cabinet of Ministers in the year declared «Independent neutral Turkmenistan - the native land of purposeful winged racers» and considered a number of issues of state life.

Opening the meeting, the head of the state gave the floor to Chairwoman of the Mejlis D.Gulmanova.

The head of the national parliament informed on the measures adopted for strengthening the legal framework of the country.

As she informed, working groups formed in the structure of the Mejlis, carry out work on perfection of laws in force according to realities of the time. It, in particular, concerns regulatory legal acts in the field of protection of the rights and freedom of the individual, migration, fishery and protection of water bio-resources and acts aimed at further social and economic development of the country and increase of standards of living of the population.

Members of the Mejlis took part in the working meetings organised by UNDP and OSCE together with profile state structures of Turkmenistan. At the same time, working trips of members of the parliament to the Kirghiz Republic and the Republic of Uzbekistan took place.

Having heard the sounded information and having designated development of new legal priority acts, answering to requirement of the time, President Serdar Berdimuhamedov underlined the importance of continuation of work in this area.

Then, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on drafts of working plans of the economic and financial-bank complex for 2026.

As he informed, the presented plans provide adoption of measures for maintenance of macroeconomic stability in Turkmenistan, dynamical social and economic development of the country and its regions, modernisation of investment policy, formation of favourable investment and business environment, expansion of process of introduction of digital technologies and systems. At the same time, the analysis of financial and economic conditions of branches and use of capacities is planned. The specified plans are also aimed at maintenance of successful fulfilment of the State budget, organisation of work according to the financial and economic, budgetary-tax and monetary policy of the state, improvement of labour relations, and increase of employment and social security of the population. Besides it, practical steps on development of bank and insurance services, standardization of systems, perfection of work of bodies of national statistics, further cooperation with international financial institutions, optimisation of foreign economic activity, organisation of processes with a view of efficient control over state property and financial assets are planned. Measures for appropriate cash security of economy, crediting according to requirements, and introduction of advanced international practice in the complex, perfection of legislative basis and tools of regulation of economy are also planned.

Along with it, the Deputy-Chairman of the Cabinet informed on drafts of plans of work of ministries and departments of the complex in the field of development of digital technologies for 2026.

Having heard the report, President Serdar Berdimuhamedov underlined the necessity of systematic analysis of social and economic development of the country, financial and economic condition of branches as well as control over appropriate fulfilment of the State budget. Having approved working plans of economic, financial and bank sectors of Turkmenistan for 2026, the head of the state disposed to carry out corresponding work.

Further, Deputy-Chairman of the Cabinet B.Amanov reported on working plans of departments of the oil and gas complex for 2026.

According to plans of "Türkmengaz" and «Türkmennebit» State Concerns, goals for development of oil and gas deposits, extraction of natural and passing gas, oil and gas condensate, manufacture of liquefied gas, export of Turkmen «blue fuel» to world markets as well as deep oil refining and delivery of oil products to internal and external consumers were marked. "Türkmengeologiýa" State Corporation plans exploration and discovery of rich oil and natural gas of layers, rock minerals and underground waters, development of digital system, expansion of introduction of advanced scientific achievements and innovative technologies in manufacture.

The beginning of next phases of development of gas deposit «Galkynyş», successful fulfilment of construction of an important link of gas pipeline Turkmenistan-Afghanistan-Pakistan-India – the site of Serhetabat-Herat called «Arkadagyň ak ýoly» were designated as priorities.

Summing up the report, President Serdar Berdimuhamedov noted the necessity of consecutive increase in volumes of oil and gas production in the country, effective utilisation of capacities of profile enterprises. Having approved the presented plans of the oil and gas complex, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out corresponding work.

Then, Deputy-Chairman of the Cabinet T.Atahallyev reported on the draft of working plans of the agricultural complex for 2026.

As he informed, it contains measures for successful decision of goals put before profile ministries and departments, in particular, goals for development of agriculture and veterinary science, rational land tenure, development and introduction of new species of agricultural crops, preservation of the environment, maintenance of ecological well-being and transformation of the country into a blossoming garden are planned. At the same time, steps are taken for development of water management, consecutive strengthening of material and technical basis of the branch, effective utilisation of water resources. Measures on development of cotton and silk industry, supply of industrial enterprises with production for their processing, development of grain growing and maintenance of the population with corresponding production, modernisation of the material and technical basis of the agrarian sector, rendering of technical service to agricultural manufacturers, development of food-processing industry and maintenance of food abundance in the country are also planned. Among the planned goals - development of animal industries, poultry farming, increase in the livestock of cattle and poultry, manufacture of corresponding production and maintenance of the population with it. Along with it, horse breeding and equestrian sport development, increase in the number of Ahalteke racers and augmentation of their international recognition are envisaged.

Having heard the report, President Serdar Berdimuhamedov pointed out the importance of further complex development of agriculture and strengthening of its material and technical basis and also unrelenting attention to issues of increase in volumes and manufacture improvement of quality in the branch. Having approved working plans on agriculture for 2026, the head of the state instructed to carry out appropriate work in the given sphere.

Further, Deputy-Chairman of the Cabinet B.Annamammedov reported on drafts of the working plans prepared by the building-industrial complex for 2026.

According to plans, control over the quality of work at erected social and industrial projects, maintenance of construction sites and other branches of national economy with building materials, erection of new profile enterprises and reconstruction of the existing ones are planned. Measures on the further strengthening of the material and technical basis of electric power industry, introduction of modern technologies, expansion of export potential chemical and building industry, release of new kinds of production, full use of the operating enterprises, continuation of modernisation of operating ones and building of new highways and bridges are also planned. At the same time, in Ashgabat erection of social and industrial projects, laying of engineering systems and highways are envisaged.

Having heard the report, President Serdar Berdimuhamedov underlined the necessity of appropriate fulfilment of the works planned in the building branch, consecutive expansion of volumes of output of building materials, considerable modernisation of the material and technical basis of power branch, control over construction of new highways and reconstruction of the existing ones.

Having approved working plans of the building-industrial complex and khyakimlik of Ashgabat city for 2026, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out corresponding work.

Then, Deputy-Chairman of the Cabinet N.Atagulyev reported on drafts of working plans of the trading complex for 2026.

As he informed, they include measures on further maintenance of abundance of consumer goods and price stability in the home market, perfection of activity of trading branch according to requirements of the time, consecutive development of digital economy and electronic trade, maximum and effective utilisation of capacities of the enterprises of textile industry, increase in assortment and output, increase of its quality. Among the planned goals - development and preservation of national art of carpet making, the spiritual-cultural heritage of Turkmen people for subsequent generations. According to plans, practical steps will be taken with a view of introduction of modern methods of electronic trade in activity of the State Commodity and Raw Materials Exchange, modernisation of processes of organisation of exhibitions and conferences in the Chamber of Commerce and Industry on the basis of high technologies. Besides it, manufacture of expansion of import replacing and production focused on export by means of development of the private sector, activization of trade and economic relations with foreign countries, expansion of positions of national goods in the world markets are envisaged.

Summing up the report, President Serdar Berdimuhamedov instructed to continue measures for successful solution of the goals planned in the trading complex, maintenance of abundance of consumer goods in home market, optimum use of industrial potential of the enterprises of textile industry.

Having approved working plans of the trading complex for 2026, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out corresponding work.

Further, Deputy-Chairwoman of the Cabinet B.Seyidova reported on drafts of working plans of the Ministry and departments of the sphere of culture for the current year.

In plans, organization of various actions on the occasion of the 35th anniversary of independence of our fatherland and announcement of 2026 «Independent neutral Turkmenistan - the native land of purposeful winged racers» is planned. The announcement of creative competitions, development of international cultural cooperation, in particular, tourism, study and wide popularisation of the material and non-material cultural heritage, restoration work on historical and cultural monuments and their research are also envisaged. At the same time, measures with a view of strengthening the material and technical basis of corresponding departments and establishments, improvements of professional skill of workers of the sphere, perfection of activity of museums and libraries, profile educational institutions, introductions of high technologies, realisation of theatrical performances reflecting the spirit of the age as well as supply of the population with high quality cultural services will be taken.

Along with it, fulfilment of the goals following from government programs and the Concept of development of digital economy, adoption of steps on inclusion of multilateral and national nominations in the UNESCO World Heritage List and creation of various films by «Türkmenfilm» Association named after Oguz khan, extended coverage of achievements of our fatherland in mass media are planned.

Having heard the report, President Serdar Berdimuhamedov underlined the significance of organisation of activity of the sphere of culture according to requirements of the time, consecutive study of cultural heritage and restoration of historical and cultural monuments.

Having approved working plans of the sphere of culture for 2026, the head of the state instructed to carry out corresponding work.

Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on prepared drafts of working plans of supervised spheres for 2026.

As she informed, it is planned to continue the reforms aimed at education of competent generation, perfection of curriculums, substantial enrichment of textbooks, strengthening of the material and technical basis of education system, introduction of advanced methods of preventive maintenance and treatment of diseases in treatment and prophylactic establishments according to the Government program «Saglyk», development of physical training, sports and the Olympic movement. Due measures are also planned to develop fundamental and applied sciences, innovative industry, form a generation of experts and scientists who are engaged in effective, world level, industrial and scientific activity by means of attraction of talented youth in spheres of high technologies and science. Besides it, actions for popularisation of national cultural heritage and achievements of the country, augmentation of its international authority.

Having heard the report, President Serdar Berdimuhamedov underlined the necessity to give particular attention to education of the younger generation, strengthening of material and technical basis of the education sphere and to keep control over taken measures on perfection of activity of the system of public health services and development of sports. Having approved working plans of spheres of science, education, public health services, sports and public organisations for 2026, the head of the state instructed the Deputy-Chairwoman of the Cabinet to carry out corresponding work.

Then, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported Affairs for 2026 reported on the draft of the working plan for 2026.

As he informed, the plan was developed according to the Concept of foreign policy of neutral Turkmenistan for 2022-2028, and the commissions given by the head of the state at the expanded meeting of the Government held with participation of heads of diplomatic missions and consular establishments of our country abroad on December 6, 2025.

According to the plan, practical measures will be taken to strengthen relations between Turkmenistan and foreign countries by means of political-diplomatic, trade and economic, cultural-humanitarian and other actions.

In the context of the planned measures, the necessity of carrying out and coordination of corresponding work on realisation of the international initiatives put forward by the President of Turkmenistan at sessions of the General Assembly of the United Nations, in particular, at the 80th session was also underlined.

At the same time, the measures aimed at strengthening interaction with international financial and economic structures are planned.

Along with it, practical steps on expansion of relations with economic organisations, in particular, with the World Trade Organization, Organisation for Economic Co-operation and Development, International Energy Agency and the International Renewable Energy Agency were designated.

The measures, which are to be realised jointly with United Nations Conference on Trade and Development (UNCTAD), UN Economic and Social Commission for Asia and the Pacific (ESCAP) and United Nations Economic Commission for Europe (UNECE) were also defined.

Summing up the report, President Serdar Berdimuhamedov underlined that the foreign policy pursued by independent Turkmenistan on the international scene starts with the status of positive neutrality and is focused on maintenance of general well-being.

Having noted the importance of consecutive expansion of interaction with the countries of the world and international organisations and having approved the working plan of the Ministry of Foreign Affairs for 2026, the head of the state instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to carry out corresponding work.

Further, Deputy-Chairman of the Cabinet M.Chakyev reported on working plans of departments of the supervised complex for 2026.

As he informed, in the presented plans priority goals on increase in turnover of goods by means of effective addition of possibilities of transport infrastructure operating in the country with transit potential of the region, further digitalization of the activity of the complex, creation of favourable conditions for investments and development of international cooperation were defined.

Besides it, in 2026 it is planned to realise some large investment projects, such, as building of modern railway stations, sea vessels, industrial and social projects and repair of diesel locomotives and carriages.

Having heard the report, President Serdar Berdimuhamedov instructed the Deputy-Chairman of the Cabinet to take corresponding measures for organisation of activity of the transport-communication complex according to modern requirements.

At the same time, the importance of expansion of activity of international transport corridors, continuation of work on creation of favourable conditions for transit transportation and increase in their volume, and consecutive perfection of work of the sphere of communication was marked. Having approved working plans of the transport-communication complex for 2026, the head of the state instructed to carry out corresponding work.

At the meeting, a number of other important issues of state life, on which corresponding decisions were made, were also considered.

Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished all sound health, family well-being and great successes in their work for prosperity of our sovereign fatherland.
