Today, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers via the digital system, at which the results of the work carried out in the country in January of the current year were reviewed.
The first to speak was the Chairwoman of the Mejlis D. Gulmanova, who reported on the results of the activities carried out during the first month of this year.
In this regard, it was reported that work is currently underway, based on proposals received from ministries and sectoral departments, to introduce amendments and additions to existing legislative acts in the fields of human rights and freedoms, migration, and environmental protection, in accordance with the provisions of the Constitution of Turkmenistan and universally recognized norms of international law.
At the same time, credentials were accepted from the Ambassador Extraordinary and Plenipotentiary of the Republic of Chad to Turkmenistan. During the period under review, four meetings were held with representatives of parliaments of various states, international organizations, and diplomatic missions accredited in Turkmenistan, during which priorities of bilateral cooperation were discussed. In addition, deputies and specialists of the Mejlis took part in six seminars on improving legislative activity, organized by relevant ministries and sectoral departments of the country jointly with international organizations.
Summarizing the information, President Serdar Berdimuhamedov emphasized the need to continue work on strengthening the national legal framework and modernizing legislation in line with the requirements of the times.
Then, Deputy Chairman of the Cabinet of Ministers H. Geldimyradov reported on macroeconomic indicators for January of the current year.
As reported, the GDP growth rate reached 6.3 percent, including 2 percent in the industrial complex, 6 percent in construction, 9.3 percent in the transport and communications sector, 8.2 percent in trade, 2 percent in agriculture, and 8.5 percent in the services sector.
In January of the current year, the volume of production increased by 10 percent compared to the same period of last year. Positive indicators were achieved across all sectors of the economy.
During the reporting period, retail trade turnover increased by 10.1 percent compared to the same period last year.
Based on the results of January, the revenue part of the State Budget was fulfilled at 102.2 percent, and the expenditure part at 97.1 percent.
During the reporting period, wages were paid on time in state institutions financed from the budget and self-supporting sources, as well as pensions, state benefits, and student scholarships.
Compared to the corresponding period of last year, the volume of capital investments financed from all sources increased by 21.3 percent in January.
At the same time, information was presented on the work carried out within the framework of the National Rural Program, including the progress of construction of facilities of various purposes.
Summarizing the report, President Serdar Berdimuhamedov emphasized the importance of further improving the activities of the economic, financial, and banking complexes. In this regard, the head of state instructed the Deputy Prime Minister to continue taking measures to successfully fulfill the tasks planned for 2026, maintain stable GDP growth dynamics, and develop sectors of the economy.
Next, Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the results of work carried out in January of the current year to increase oil and gas production and expand export routes to the global market.
As reported, the oil production plan by the State Concern “Türkmennebit” was fulfilled at 107.5 percent.
During the reporting period, fulfillment of the oil refining plan at oil refineries amounted to 106.4 percent; gasoline production – 126.5 percent; diesel fuel – 104.6 percent; polypropylene – 100 percent; lubricating oils – 100 percent; liquefied gas – 122.1 percent; and production of natural and associated gas – 108.3 percent.
Summarizing the report, President Serdar Berdimuhamedov noted that practical steps should be taken to implement the work envisaged by the Program for the Development of the Country’s Oil and Gas Industry. The head of state also instructed the Deputy Prime Minister to implement comprehensive measures aimed at increasing natural gas and oil production, developing hydrocarbon deposits, and consistently expanding the industry’s production capacity.
Deputy Chairman of the Cabinet of Ministers T. Atahallyev reported on the results of activities for January of the current year and on the progress of seasonal agricultural campaigns in the velayats of the country.
As reported, the growth rate of agricultural production volumes compared to the same period last year amounted to 109.3 percent. By the Ministry of Agriculture this figure was 103.9 percent; the Ministry of Environmental Protection – 116.4 percent; the State Committee for Water Management – 108.4 percent; the State Concern “Türkmenpagta” – 117.3 percent; the State Association “Türkmengallaönümleri” – 100 percent; the State Association “Türkmenobahyzmat” – 102.9 percent; the State Association of Food Industry – 108.2 percent; the State Association of Livestock and Poultry Industry – 100.6 percent; and the State Association “Türkmen atlary” – 101.2 percent. The investment utilization plan was fulfilled at 107.9 percent.
At the same time, it was reported that seasonal agricultural work is currently ongoing. In the regions, care of wheat fields is being carried out, and land plots and seeds are being prepared for the sowing of cotton and other crops.
In addition, relevant work is being conducted to accumulate water in reservoirs located in the velayats, as well as to clean drainage and wastewater canals and repair water management facilities.
After hearing the report, President Serdar Berdimuhamedov instructed the Deputy Prime Minister to keep under strict control the further comprehensive development of the agricultural sector and strengthening of its material and technical base, and to ensure the implementation of seasonal agricultural work in accordance with agrotechnical standards, at a high quality level and within established timeframes.
Deputy Chairman of the Cabinet of Ministers B. Annamammedov reported on the activities of the construction and industrial complex for January 2026.
As reported, the plan for production and work performed during the reporting period was fulfilled at 133.9 percent.
This indicator amounted to 105.6 percent for the Ministry of Construction and Architecture; 119.1 percent for the Ministry of Industry and Construction Production; 114.9 percent for the Ministry of Energy; and 170.8 percent for the State Concern “Türkmenhimiýa.”
The State Agency for Management of Road Construction fulfilled its work plan at 109.1 percent, and the Ashgabat city administration at 112.9 percent.
After hearing the report, President Serdar Berdimuhamedov noted that strict control should be ensured over the fulfillment of tasks planned for implementation in the construction sector. At the same time, emphasis was placed on the need to constantly focus on organizing the work of domestic chemical enterprises in line with modern requirements and increasing the potential of the energy sector.
The head of state instructed the Deputy Prime Minister to strengthen control over the construction and operation of roads, as well as over the high-quality construction of facilities and structures and their commissioning within established deadlines.
Next, Deputy Chairman of the Cabinet of Ministers N. Atagulyyev reported on the results of work of the supervised ministries, sectoral departments, and the entrepreneurial sector for January of the current year.
For the Ministry of Trade and Foreign Economic Relations, compared to the same period last year, the growth rate of trade turnover amounted to 111.4 percent, and production – 100.1 percent.
Compared to the same period last year, the growth rate of production by the Ministry of Textile Industry reached 100.8 percent, including cotton yarn – 100 percent; cotton fabric – 102.4 percent; and leather products – 115.3 percent.
The production plan of the State Association “Türkmenhaly” was fulfilled at 104.1 percent.
During the reporting period, the State Commodity and Raw Materials Exchange held 26 trading sessions, at which 2,361 contracts were registered.
The growth rate of work performed by the Chamber of Commerce and Industry for January 2026 amounted to 116.3 percent. During the reporting period, four conferences were held.
For the Union of Industrialists and Entrepreneurs, the growth rate of agricultural and food production reached 106.5 percent, and industrial production – 105.1 percent.
After hearing the report, President Serdar Berdimuhamedov emphasized the importance of further developing the trade sector, textile industry, and entrepreneurial sector. At the same time, the head of state instructed the Deputy Prime Minister to continue work to supply the country’s markets and retail outlets with food and other in-demand products and to consistently improve the activities of the State Commodity and Raw Materials Exchange.
Deputy Chairwoman of the Cabinet of Ministers B. Seyidova reported on the results of work of the supervised sector for January of the current year.
As reported, during the period under review, various events and celebrations were held in connection with the proclamation of 2026 as the year “Independent Neutral Turkmenistan – the Homeland of Purposeful Winged Horses,” the 35th anniversary of the Motherland’s independence, as well as national holidays and commemorative dates.
Film screenings and concerts were organized in cinemas and cinema-concert centers of the capital. Relevant services were provided in libraries, museums, and historical and cultural heritage sites.
Information on the achievements and transformations taking place in the country was widely covered in periodicals, television channels, and online platforms. Relevant work was carried out to fulfill tasks stemming from State Programs and the Concept for the Development of the Digital Economy. During the reporting period, a number of international cultural events were also held.
After hearing the report, President Serdar Berdimuhamedov emphasized the importance of organizing activities in this sphere in accordance with modern requirements. In this regard, the head of state instructed the Deputy Prime Minister to take necessary measures to study and widely promote cultural heritage and to keep issues of careful protection of historical and cultural monuments under constant attention.
Deputy Chairwoman of the Cabinet of Ministers B. Orazdurdyeva reported on the results of work carried out by subordinate structures in January of the current year.
As reported, during the period under review, reforms aimed at introducing advanced teaching methods into educational activities, educating an intellectually developed generation, and improving professional training of teachers were continued. School students and university youth, having successfully performed at international subject and online Olympiads, won 62 medals. Events dedicated to the New Year holiday and winter school holidays were organized in an orderly manner. Pupils of the “Döwletliler köşgi” Palace were ceremonially presented with New Year gifts on behalf of the Hero-Arkadag and the President of Turkmenistan.
During the reporting period, quotas for admission to postgraduate studies in scientific fields, registration of applicants for academic degrees, and admission of residents to clinical residency programs in 2026 were approved.
In January, work continued in accordance with the State Program “Saglyk.” Planned activities were carried out in healthcare institutions. Various surgeries and treatments for ill children were performed using funds from the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship.
At the same time, measures were taken to develop physical culture, sports, and the Olympic movement in the country, and to prepare athletes for the Olympic Games and major international competitions.
In connection with the proclamation of the current year as “Independent Neutral Turkmenistan – the Homeland of Purposeful Winged Horses,” scientific-practical conferences and various events were organized.
Summarizing the report, the President noted the need for further improvement of activities in science and education, healthcare, and sports. In this context, the head of state instructed the Deputy Prime Minister to pay special attention to the work of educational institutions in training youth in line with modern realities, as well as to develop healthcare based on international experience, promote sports, and train professional athletes.
Then, Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs R. Meredov reported on the results of the MFA’s activities for January of the current year.
As noted, visits and meetings at the highest level are of great importance in the development of Turkmenistan’s international cooperation.
In this regard, it was reported that diplomatic services, together with foreign policy agencies of various states, are currently carrying out relevant work to organize foreign visits of the President of Turkmenistan and the Hero-Arkadag in 2026.
As is known, one of the key directions of foreign policy strategy is the development of cooperation with authoritative international organizations. In this context, a visit to our country by the Director-General of the Food and Agriculture Organization of the United Nations took place in January.
During the reporting period, 30 foreign delegations visited Turkmenistan, and 65 delegations were sent abroad from the country.
In January, 21 meetings of various levels were held via the digital system. In addition, 116 official negotiations and meetings were organized in Turkmenistan jointly with foreign states and international organizations.
During the reporting period, the legal framework of Turkmenistan’s international relations was supplemented with 12 documents.
At the same time, it was reported that relevant work was carried out to hold political consultations between the Ministry of Foreign Affairs of Turkmenistan and foreign ministries of other states. Thus, during the reporting period, political consultations were held via the digital system at the level of foreign ministries of Turkmenistan and the Republic of Austria. In addition, consultations were held in Ashgabat with foreign policy agencies of the Republic of India, the Kingdom of Morocco, and the Russian Federation.
Another important vector of Turkmenistan’s foreign policy is the development and expansion of diplomatic relations through embassies of foreign countries. In this regard, it was reported that in January, credentials were accepted from the newly appointed Ambassador of the Republic of Chad to Turkmenistan.
After hearing the report, President Serdar Berdimuhamedov instructed the Deputy Prime Minister and Minister of Foreign Affairs to continue work on strengthening cooperation with countries around the world and authoritative international organizations. At the same time, it was noted that special attention should be paid to organizing international-level events to be held in our country at a high standard.
Deputy Chairman of the Cabinet of Ministers M. Chakyyev reported on the results of activities carried out in January 2026 in the supervised structures.
During the reporting period, the growth rate of work performed and services provided by the transport and communications complex amounted to 113.3 percent.
The growth rate of freight transportation by road, rail, air, sea, and river transport reached 101.4 percent, while passenger transportation reached 103.4 percent.
During the reporting period, the growth rate of services provided by the Ministry of Railway Transport amounted to 106.7 percent; the Ministry of Automobile Transport – 120.9 percent; the State Service “Türkmenhowaýollary” – 119.8 percent; the State Service of Maritime and River Transport – 102.6 percent; and the Ministry of Communications – 113 percent.
After hearing the report, President Serdar Berdimuhamedov emphasized the importance of further systematic strengthening and modernization of the material and technical base of the national transport system. In this context, the head of state instructed the Deputy Prime Minister to pay special attention to increasing passenger and freight transportation volumes, transit and international cargo traffic, and improving the quality of communication services provided to the population.
Then, addressing the members of the Cabinet of Ministers, President Serdar Berdimuhamedov noted that the results of the work carried out in January of the current year clearly demonstrate the great achievements of the independent neutral Motherland.
Transformations in economic sectors are continuing successfully, production sectors are being consistently improved, and large volumes of investment are being directed toward the construction of modern enterprises and modernization of existing ones, the head of state said.
President Serdar Berdimuhamedov expressed satisfaction that the GDP growth rate during the reporting period amounted to 6.3 percent. As emphasized, effective work is being carried out in the oil and gas, trade, and transport and communications complexes, and reforms in education, science, healthcare, sports, and culture are being successfully continued.
It was noted that construction of new industrial facilities, residential buildings, entertainment and medical centers, schools, kindergartens, and other facilities is currently being carried out at a dynamic pace.
Continuing, President Serdar Berdimuhamedov emphasized that significant work lies ahead for the further development of the country, organization of planned events, and resolution of upcoming tasks.
In this context, the head of state noted that next week an expanded meeting of the Government will be held, at which the results of the work carried out in 2025 will be reviewed, implementation of adopted programs and execution of previously issued instructions will be examined, along with a number of other issues.
