Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, at which a number of issues of state life were considered.
Chairwoman of the Mejlis D.Gulmanova, who informed on the activity carried out to improve the legislation of the country according to modern requirements, was the first to take the floor at the meeting.
As she informed, at present, on the basis of proposals arriving from ministries and sectoral departments to working groups of the parliament, proceeding from international practice and provisions of the Constitution of Turkmenistan, amendments and additions are made to the Code of administrative offences, Customs Code, Laws «On industrial safety of dangerous industrial objects», «On accounting and financial reporting», «On modification of some legal acts of Turkmenistan», «On fishery and preservation of water biological resources», «On migration».
Along with it, with a view of development of mutually beneficial cooperation with foreign states and international organisations, members of the Mejlis participated in meetings and seminars held by structural divisions of the United Nations together with corresponding state institutions of our country.
Summing up the information, President Serdar Berdimuhamedov pointed out the importance of development of new bills answering to realities of time.
Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on preparation of the draft of the Concept of development of system of intellectual property in Turkmenistan for 2026-2052, with a view of fulfilment of the goal put by National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag at the next meeting of the Khalk Maslakhaty, which was held on September 24, 2024.
As he informed, according to the Concept, perfection of legal framework in this sphere taking into account international standards and national interests is planned. At the same time, measures on encouragement of innovative activity and creativity, development of innovative and youth entrepreneurship, introduction of objects and results of activity of intellectual property in manufacture are taken.
Besides it, a number of practical steps aimed at increase of efficiency of mechanisms of protection of intellectual property rights, professionalism and experience of national experts and specialists in the field, introduction of digital services in this sphere is planned.
In this connection, for consideration of the head of the state, the draft of the corresponding document was presented.
Having heard the report, President Serdar Berdimuhamedov focused attention on the significance of further development of system of intellectual property of the country on the basis of international experience. Having signed the Resolution aimed at perfection of activity, carried out in this sphere, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out necessary work in the given sphere.
Then, Deputy-Chairman of the Cabinet G.Agajanov reported on measures realised by «Türkmengeologiýa» State Corporation to enhance the efficiency of geological prospecting researches.
As he informed, Turkmen geologists conduct necessary work with a view of discovery of underground resources, fulfilment of seismic prospecting by means of modern equipment and strengthening of basis of hydrocarbon raw materials. In addition, for further increase of productivity of this activity, complex steps are taken to modernise the material and technical basis of the State Corporation.
In this connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov marked that in the country productive work is carried out to discover and develop underground riches. Having approved the proposal prepared with a view of increase of efficiency of geological prospecting researches, the head of the state gave the Deputy-Chairman of the Cabinet a number of instructions in this respect.
Deputy-Chairman of the Cabinet T.Atahallyev reported on the work of the agricultural complex and course of seasonal campaigns in velayats.
As he reported, regions of the country started the cotton sowing. At present, practical steps are taken to hold this season within established agro-technical terms and at a high qualitative level as well as involve the full force of agricultural machinery and equipment.
In the fields sown by the wheat care of crops according to norms of agro- technical standards and feed by mineral fertilizers and vegetative watering proceeds.
In velayats within the forthcoming season of manufacture of silkworm due measures are implemented to preparation silkworm eggs and premises for their care, conclusion of contracts with producers of cocoons.
Having reported on the work conducted to cultivate rice in the country during the current year, the Deputy-Chairman of the Cabinet submitted a draft of the proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov emphasised the importance of further complex development of the agricultural sector and perfection of its activity, as well as strict control over the course of seasonal agricultural activities.
With a view of rise of volumes of grown agricultural production as well as production of high yields of rice, the head of the state signed the Resolution «On rice manufacture in Turkmenistan for 2026» and instructed the Deputy-Chairman of the Cabinet to carry out necessary work.
Further, Deputy-Chairman of the Cabinet B.Annamammedov reported on the course of modernisation of the material and technical basis of the electric power sector.
As he informed, at present, the work aimed at reliable and uninterrupted maintenance of local consumers with electric power, increase in volumes of export of Turkmen electric power is carried out. In particular, concrete measures are taken for uninterrupted functioning of objects and enterprises of the sector to modernise its material and technical basis.
In that regard, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov noted that in the country the effective steps aimed at reliable supply of local consumers with electric power, rise of volumes of delivery of electric power abroad are carried out. Having approved the proposal prepared with a view of organisation of work of state power stations at due level, the head of Turkmenistan gave the Deputy-Chairman of the Cabinet corresponding instructions.
Then, Deputy-Chairman of the Cabinet N.Atagulyev reported on preparation for the Universal international exhibition «Cooperation and development» to be held in the capital city in April of the current year.
As he reported, for today 80 foreign and Turkmen companies specialized in various spheres expressed interest to participation in the exhibition and were registered. Proper work is carried out to register participants. The exhibition will display hardware and building goods, chemical agents and other kinds of production.
In that connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal fro consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov underlined that in our country the international forums, which promote development of trade and economic relations with foreign states, are held regularly and instructed the Deputy-Chairman of the Cabinet to prepare and ensure properly a high level of the Universal international exhibition «Cooperation and development», which will be held in Ashgabat.
Then, Deputy-Chairwoman of the Cabinet B.Seyidova reported on the Program of basic events and the opening of social and cultural projects planned for April of the current year.
As she informed, various events and celebrations, including forums, exhibitions, creative meetings, educational actions and competitions are planned in the forthcoming month on the occasion of the motto of 2026 «Independent neutral Turkmenistan - the homeland of purposeful winged racers», 35th anniversary of sacred independence of our fatherland, World Health Day, the national holiday of Turkmen horse. The final round of creative competitions will be also held.
In the next month, the capital will host the International exhibition and conference «Turkmentravel - 2026», and the festive concert of the Symphony orchestra of Turkmen national conservatory named after Maya Kuliyeva will be organised at the National music and drama theatre named after Magtymguly.
In that connection, the Deputy-Chairwoman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov focused attention on the significance of appropriate preparation for events to be held in April of the current year on the occasion of World Health Day, the national holiday of Turkmen horse and others. The head of the state also instructed the Deputy-Chairwoman of the Cabinet to ensure due level of organisation of stone-laying and opening ceremonies of social and cultural projects.
Deputy-Chairman of the Cabinet B.Mammedov reported on preparation for the meeting of the Intersectoral commission for ensuring efficiency of scientific research in the country.
As he informed, at present, guided by instructions of the President of Turkmenistan and for development of the scientific basis and production technologies of competitive and import replacing production, necessary work is realized according to national programs, concepts and strategies.
Along with it, the measures aimed at implementation of goals proceeding from Resolutions of the President of Turkmenistan «On increase of efficiency of research activity in Turkmenistan» and «On creation of the Intersectoral commission for ensuring efficiency of scientific research in Turkmenistan» are taken.
In that regard, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Summing up the report, President Serdar Berdimuhamedov pointed out that in the country all conditions are created for improvement of productivity of scientific researches and instructed the Deputy-Chairman of the Cabinet to continue work on further perfection of the sphere of science.
Then, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on preparation for the next meeting of the Strategic advisory council «Turkmenistan - United Nations Organization».
As he marked, development of cooperation with the United Nations acts as one of the key vectors of the foreign policy of the state.
In that connection, in March 2024 according to the Resolution of the President of Turkmenistan, the Strategic advisory council «Turkmenistan -United Nations Organization» was created. Within the given Council, topical issues of cooperation of our country are discussed with the Community of the Nations in such spheres, as peace, security, economy, sustainable development, education, climate change and humanitarian policy. For today, 4 meetings of the Council have been held.
In that regard, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs reported on the agenda of the fifth meeting of the Strategic advisory council to be held on March 31 in our country.
It was noted that it is expected to discuss preparation of the third Voluntary national review on realisation goals of sustainable development by Turkmenistan. As known, our country was one of the first countries to have started embodiment of SDGs at national level. At the same time, the Interdepartmental commission on realisation of goals of sustainable development and preparation of corresponding reports was created.
For preparation of the first Voluntary National Review (VNR) of our country in 2018, the Turkmen delegation took part in the Political forum held in New York City under the aegis of United Nations Economic and Social Council (ECOSOC). As a result, in 2019 and 2023 within the Political forums of ECOSOC, the first and second VNRs were presented.
For regular continuation of this work, at present, preparation of the third Voluntary national review is carried out. Its basic areas are expected to consider on the sidelines of the next meeting of the Strategic advisory council.
Along with it, jointly with specialised establishments of the United Nations, it is proposed to discuss drafts of programs of cooperation in decreasing emissions of methane and youth policy.
As known, at the 28th Conference of the Parties to the UN Framework Convention on Climate Change held in Dubai in 2023, Turkmenistan joined the Global Methane Pledge.
In that connection, the United Nations developed the draft of the program aimed at realisation of consecutive measures on reduction of emissions of methane.
In our country, at the state level the special attention is given to the youth policy. In particular, the Strategy of international cooperation of the youth of Turkmenistan for 2023-2030 was adopted and the State program of the state youth policy for 2021-2025 is successfully realised. Besides, at the initiative of Turkmenistan, the Dialogue of the youth of countries of Central Asia, aimed at advancement of such areas as «Youth, peace and security» on the international agenda was created.
In the given context, at the meeting of the Strategic advisory council discussion of the draft of the Program «Youth, peace and security» for 2026-2028 is planned. This document will form a reliable basis for support of the youth, maintenance of its active participation in actions of regional and international level. At present, development of the given Program together with the United Nations is at the closing stage.
As known, at the initiative of Hero-Arkadag, in 2015 between the Government of Turkmenistan and the United Nations Educational, Scientific and Cultural Organization (UNESCO), the framework agreement with Turkmenistan to establish a Turkmenistan-UNESCO Trust Fund was signed.
Besides, it is proposed to sign the documents prepared in cooperation with establishments of the United Nations Organization, and agreed in accordance with the established procedure. In that regard, a number of documents for 2026, which were preliminary agreed, were prepared.
Having heard the report, President Serdar Berdimuhamedov pointed out that relations of our independent fatherland with the United Nations consistently develop. Having approved proposal to hold the meeting of the Strategic advisory council «Turkmenistan - United Nations Organization», the head of the state gave the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs corresponding instructions.
Then, addressing members of the Cabinet, the President of the country noted that on March 29, the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship would mark the 5th anniversary of its establishment. From the moment of its establishment, the Charitable Foundation has supported close interaction with authoritative international organisations, the head of the state said.
Considering a great personal contribution to the strengthening of international cooperation in this area, President Serdar Berdimuhamedov signed the Decree on conferral of the medal of Turkmenistan «Arkadag» on representatives of some international organisations.
Taking an opportunity, the head of the state warmly congratulated Hero Arkadag, his people on the 5th anniversary of creation of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship.
In turn, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov on behalf of participants of the meeting sincerely congratulated National Leader of the Turkmen people and President Serdar Berdimuhamedov on the 5th anniversary of creation of Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship.
Further, Deputy-Chairman of the Cabinet B.Annayev reported on the course of modernisation of the sphere of communication, development of digital system in the country.
As he reported, effectual measures are taken on accession of the company of mail service «Türkmenpoçta» to the international digital system of the International Postal System (IPS) of the World Postal Union. It opens many opportunities to increase competitiveness of the post system of the country, adjustment of co-ordinated work through largest world platforms of electronic trade and establishment of direct cooperation with them at new level.
Having heard the report, President Serdar Berdymuhamedov pointed out that in our fatherland, productive work is implemented to develop digital economy and form modern logistical infrastructure. In that connection, the head of the state instructed the Deputy-Chairman of the Cabinet to continue modernisation of the national sphere of communication and perfection of postal operations.
At the meeting, a number of other issues of state life, on which corresponding decisions were made, were also considered.
Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their work for further prosperity of our sovereign fatherland.
