Today, President Serdar Berdimuhamedov held regular online meeting of the Cabinet of Ministers, at which a number of issues of state life were considered.
Chairwoman of the Mejlis D.Gulmanova, who informed on the activity carried out to further modernize legislation of the country, was the first to take the floor at the meeting.
As she informed, the corresponding work is implemented with a view of preparation of bills of legal acts answering to realities of time. In that connection, on April 11 of the current year, the twelfth session of the seventh convocation of the Mejlis, at which a number of drafts of advanced laws in force, the rights concerning protection, freedom and legitimate interests of the individual, industrial safety of dangerous industrial objects, accounting and financial reporting, fishery and preservation of water biological resources, licensing of separate kinds of activity, highways and road activity, migration were discussed and adopted, was held.
At present, proposals arriving from ministries and sectoral departments are analysed and on their basis, the bills concerning various spheres of economic, political and cultural life are developed.
At the same time, she informed that with a view of promotion of mutually beneficial cooperation with foreign countries and international organisations, representatives of the Mejlis took part in the third regional inter-parliamentary dialogue on development of circular economy held in the city of Tashkent of the Republic of Uzbekistan.
Having heard the information, President Serdar Berdimuhamedov underlined the significance of continuation and preparation of the new time-demanded bills and perfection of operating legal acts in the long term.
Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on the work carried out to hold the audit of the financial reporting of banks.
As he reported, according to Laws of Turkmenistan «On credit institutions and bank activity», «On the auditor activity» as well as with the Resolution of the President of Turkmenistan «On the program of reforming of accounting and audit in Turkmenistan», appropriate measures are taken to carry out the audit of the annual financial reporting of banking establishments of the country on the basis of international standards.
In that regard, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov emphasised the importance of further perfection of the national bank system. Having approved the proposal on audit of the financial reporting of banking establishments, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out necessary work.
Further, Deputy-Chairman of the Cabinet G.Agajanov reported on the draft of the Resolution «On creation of "Galkynyşgaz" state enterprise of "Türkmengaz" State Concern.
As he reported, the State Concern concluded a contract with the company of the People’s Republic of China «CNPC Amudarya Petroleum Company Ltd.» on designing and construction of the facility "on a turn-key basis" for preparation of 10 billion cubic metres of commodity gas a year and the operational wells necessary for preparation of commodity gas in the same volume. He also informed that with participation of Hero-Arkadag a start was given to civil work of the fourth stage of industrial development of the «Galkynyş» gas deposit. In that connection, the Deputy-Chairman of the Cabinet on behalf of all employees of the oil and gas complex expressed his warm gratitude to the President of Turkmenistan and the National Leader of the Turkmen people.
For proper fulfilment of set tasks, enhancement of control over implementation of the project, coordination of work with the contractor as well as for full input of object into operation and their managements in the long term, the Deputy-Chairman of the Cabinet submitted the draft of the Resolution for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov pointed out that recently with participation of Hero-Arkadag a start has been given to civil work of the fourth stage of industrial development of the «Galkynyş» gas deposit that has become an event of historical significance. With a view of successful solution of issues facing the oil and gas branch, the head of the state signed the Resolution «On creation of «Galkynyşgaz" state enterprise of "Türkmengaz" State Concern and instructed the Deputy-Chairman of the Cabinet to take necessary measures to that end.
Then, Deputy-Chairman of the Cabinet T.Atahallyev reported on the activity of the agricultural branch and course of seasonal campaigns in velayats.
As he informed, concrete measures aimed at maintenance of effective operation of agricultural machinery and equipment as well as well-organised vegetative watering and primary interrow cultivation of sown fields, are taken to complete timely the cotton sowing.
At the same time, according to agro-technical standards, due care is taken of wheat fields. Proper work is implemented to crops by mineral fertilizers and vegetative watering. Besides it, within preparation for the grain-harvesting campaign places of reception, elevators and harvesting combines is carried out.
Producers of cocoons also ensure due care of silkworms. Along with it, for improvement of water supply of fields under crops, practical steps are taken to clean irrigational and drainage systems, repair of water economic facilities.
He also informed on preparation for the high-level organisation of actions on the national holiday of Turkmen horse.
Summing up the report, the head of the state underlined the significance of further complex development and modernisation of the agricultural complex, timely completion of cotton sowing in velayats and maintenance of appropriate care of wheat fields. The Deputy-Chairman of the Cabinet was also instructed to prepare properly for the high-level organisation of the national holiday of Turkmen horse.
Further, Deputy-Chairman of the Cabinet B.Annamammedov reported on the work implemented to further improve the national estimation and normative basis in construction.
As he informed, at present, according to the special Resolution of the President of Turkmenistan, efficient measures are realized to modernize this system that will allow to approach the work carried out in the construction sector on a scientific basis and will promote wide introduction of high technologies in manufacture.
In this connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov underlined that one should further carry out civil and erection works, modernisation and major repairs taking into account requirements of the time. Having approved the proposal on introduction of new national estimation and standard basis in construction, the head of the state instructed the Deputy-Chairman of the Cabinet to take necessary measures to that end.
Deputy-Chairman of the Cabinet N.Atagulyev reported on preparation to hold the Turkmen-Chinese business forum and exhibition in the capital.
As he informed, for participation in these events, more than 80 official institutions from the People’s Republic of China, the activity of which are aimed at development of international cooperation as well as the companies specialising in various spheres, were registered. The Chinese companies, which expressed intention to take part in the exhibition, work in such areas as mechanical engineering, manufacture of processing technologies and equipment, oil and gas branch, energy, chemical industry, construction, agriculture and preservation of the environment, transport and logistics, digital systems and internet-services as well as electronic industry.
Heads and representatives of corresponding ministries and sectoral departments, members of the Union of Industrialists and Entrepreneurs from Turkmenistan are expected to participate in the business forum and bilateral meetings. Within the forum, it is planned to discuss prospects of development of interstate trade and economic cooperation.

Having heard the report, President Serdar Berdimuhamedov underlined that our country attaches special significance to development of trade and economic relations with foreign states. In this connection, the head of Turkmenistan instructed the Deputy-Chairman of the Cabinet to prepare and ensure properly a high organizational level of the Turkmen-Chinese business forum and exhibition, which will be held in Ashgabat.
Further, Deputy-Chairwoman of the Cabinet B.Seyidova reported on the work conducted within the cultural-humanitarian interaction of our country with the International Organisation of Turkic culture (TURKSOY).
As she informed, Turkmenistan takes an active part in the activity of TURKSOY. The activity of the given structure is aimed to enhance cooperation between the Turkic people for preservation, development and transfer of general material and cultural monuments of the Turkic people to future generations. Thus, a special place is attached to popularisation of creative heritage of outstanding persons - philosophers, writers and poets.
Having reported that within cultural-humanitarian partnership with this organisation corresponding preparation is carried out to hold the opera concert devoted to the 110th birthday anniversary of Turkmen composer Veli Muhadov and Days of Opera of TURKSOY in May of the current year in Ashgabat, the Deputy-Chairwoman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Summing up the report, President Serdar Berdimuhamedov noted that our country increases interaction with the International organisation of Turkic culture, joint cultural actions are realised. The head of the state instructed the Deputy-Chairwoman of the Cabinet to prepare properly for the upcoming opera concert on the occasion of the 110th birthday anniversary of Turkmen composer Veli Muhadov and Days of Opera of TURKSOY in Ashgabat and to ensure a high level of their organisation.
Then, Deputy-Chairman of the Cabinet B.Mammedov reported on measures taken to hold summer holidays of children and teenagers.
As he informed, thanks to efforts of the President of Turkmenistan, annually in summer holidays all conditions for appropriate rest and good leisure of children in children's camps and health improving centres in Gökdere and Avaza national tourist zone as well as in velayats are created.
In that regard, the Deputy-Chairman of the Cabinet reported on preparation conducted at present for the summer season of recreation and submitted a relevant proposal for consideration of the head of the state.
Summing up the report, President Serdar Berdimuhamedov pointed out that in the country all conditions are provided for maintenance of the happy life of the younger generation, improvement of their health and organisation of their good leisure. Having focused attention on the significance to spend summer holidays at due level in children's camps and health improving centres in Gökdere, Avaza national tourist zone as well as in velayats, the head of the state gave the Deputy-Chairman of the Cabinet related instructions.
Further, Deputy-Chairman of the Cabinet B.Annayev reported on undertaken practical steps to further update the material and technical basis of the sphere of motor transport.
As he informed, at present, the Motor Transport Ministry in this area carries out necessary work, in particular, with foreign partners. New modern buses and other vehicles purchased on the instructions of the President of Turkmenistan, effectively serve residents of the capital and all regions of the country.
In that connection, the Deputy-Chairman of the Cabinet submitted a proposal for consideration of the head of the state for improvement of transport services rendered to the population.
Having heard the report, President Serdar Berdimuhamedov noted that in the country the material and technical basis of the sphere of motor transport is consistently modernised, the quality of service raises. Having approved the proposal prepared with a view of perfection of passenger transportation, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out necessary work that that effect.
At the meeting, a number of other significant issues of state life, on which corresponding decisions were made, were also considered.
Summing up the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their work for prosperity of our sovereign fatherland.
