New approaches to the development of trade and economic relations and business ties are being discussed by the participants of the Turkmen-Qatar business forum in Doha. Members of the Turkmen government, heads of ministries and departments, members of the Union of Industrialists and Entrepreneurs of Turkmenistan, representatives of state structures and the largest companies of Qatar are taking part in the meeting at the “St. Regis Doha” Hotel. One of the central topics of the forum is cooperation in the fuel and energy sector. Potential hydrocarbon reserves of Turkmenistan make up to about 71 billion tons of oil equivalent, of which 53 billion tons are in land deposits, and 18 billion tons in marine blocks. The status of Turkmenistan as one of the leading energy countries (4th in the world for proven natural gas reserves) was confirmed by the Galkynysh deposit analysis, which was carried out by Gaffney, Cline & Associates. According to the independent audit, the reserves of the Galkynysh deposit together with the Yashlar deposit are estimated at 26.2 trillion cubic meters of gas, and taking into account the Garakel field discovered within this block - up to 27.4 trillion cubic meters. More than 180 fields and promising oil and gas structures have been opened on the territory of Turkmenistan. The country is one of the main suppliers of natural gas in Central Asia, and has the potential to increase its exports. One of the priorities for attracting foreign direct investment in the industry is the development of the offshore blocks of the Turkmen sector of the Caspian Sea, the potential resources of which, according to national and foreign experts, are about 12 billion tons of oil and 6.2 trillion cubic meters of gas. Currently, five offshore blocks are being developed on the terms of Production Sharing Agreement concluded with foreign companies. Along with gas supplies to China and Iran, our country is also developing other export routes, including European and Asian destinations. In this context, the significance of the construction of the Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline with a total length of 1,814 km and a design capacity of 33 billion cubic meters per year was highlighted. As part of the formation of the modern gas transportation system of the country and the development of new export routes for the transport of Turkmen natural gas, the construction of the East-West gas pipeline with a length of about 800 kilometers was completed in 2015, with a throughput capacity of 30 billion cubic meters of gas per year. Turkmenistan is actively developing new directions in the complex processing of hydrocarbon resources, mastering the production of chemical products and various polymers currently in demand on the world market. Several major investment projects were announced at the forum, including the third stage of development of Galkynysh gas field, which will provide for the TAPI gas pipeline. Also, it is planned to build two gas chemical complexes for the production of linear low-density polyethylene, polypropylene, polyvinylchloride and other chemical products from natural gas, and a plant for the production of liquid petroleum products from natural gas (GTL). In this regard, Turkmen specialists expressed a number of proposals on cooperation within the framework of the Production Sharing Agreement on the basis of the current Law on Hydrocarbon Resources, through Service Contracts for Field Development Projects, the Construction of Gas Chemical Production Facilities, and Joint Ventures for the Maintenance and Repair of Oil and Gas Equipment, Management of production process and product marketing. Bilateral meetings between representatives of relevant state and private structures are planned within the framework of the Turkmen-Qatar business forum.
