The Mejlis of Turkmenistan reviewed and approved drafts of a number of legislative acts

Regular nineteenth meeting of the Mejlis of Turkmenistan of the fifth convocation took place in Ashgabat, which resulted in adoption of a number of laws and normative legal acts. The draft legislative acts submitted for consideration were unanimously approved and adopted by the national parliament. Thus, the draft Law of Turkmenistan “On Information on Personal Life and Its Protection” was adopted, which regulates public relations in the field of information about a person's personal life, and determines the purpose, principles and legal bases of activities related to its collection, processing and protection. At the same time, it was stressed that the Constitution of Turkmenistan guarantees every person the right to privacy, personal and family secrets and the right to protect them from arbitrary interference, as well as violations of the rules for secrecy of correspondence, telephone conversations and other communications. Collection, storage, use and dissemination of information about a person's personal life without his or her consent is not allowed. The bodies of state power and local self-government bodies and their officials are obliged to provide every person with the opportunity to become acquainted with documents and materials that directly affect his rights and freedoms, unless otherwise provided by law. The draft Law of Turkmenistan “On Libraries and Librarianship” has also been adopted. The document regulates the relations connected with the creation and functioning of the library system in Turkmenistan, the formation and preservation of library funds, the organization of library services for library users, and establishes their rights and responsibilities in the use of libraries. The National Parliament approved the draft Law of Turkmenistan “On Grain Production”, which establishes the legal basis for the production, harvesting, processing, storage, sale, transportation and use of grain crops in Turkmenistan. Deputies also considered and adopted the draft Laws “On Amendments to the Civil Procedure Code of Turkmenistan”, “On Amendments and Modifications to the Criminal Code of Turkmenistan”, “On Amendments to the Code of Turkmenistan on Administrative Offenses”, “On Amendments to Specific Legislative acts of Turkmenistan”, “On Amendments to the Law of Turkmenistan on the Border Protection Services of Turkmenistan”, “On Amendments of the Labor Code of Turkmenistan”, “On Amendments and Modifications to the Budget Code of Turkmenistan”, “On Amendments to Specific Legislative Acts of Turkmenistan”, “On Amendments and Modifications to the Law of Turkmenistan “On Education”, “On Amendments and Modifications to the Law of Turkmenistan “On State Youth Policy”, “On Amendments to the Law of Turkmenistan “On Nature Protection”, “On Amendments and Modifications to the Law of Turkmenistan “On Migration”, “On Amendments and Modifications to the Law of Turkmenistan “On Representative Local Authorities”, “On Amendments and Modifications to the Law of Turkmenistan “On Local Executive Power”. An important item on the agenda of the meeting was the discussion of the draft resolution of the Mejlis “On Electing the Ombudsman”. Its activities are regulated by the relevant law of Turkmenistan, which meets the country's international obligations in the humanitarian sphere, taking into account the practices and experience of the most developed democratic states of the world, and creating strong guarantees for ensuring the state protection by the Ombudsman of human and civil rights and freedoms, their observance and respect by state and local authorities as well as their officials. As envisaged by this law, three candidates were nominated for consideration by parliamentarians, out of which the people's representatives made their choice by way of secret ballot. Yazdursun Gurbannazarova was elected to the post of Ombudsman. The draft resolutions of the Mejlis of Turkmenistan “On the appointment of elections of the deputies of the Mejlis of Turkmenistan in lieu of those who left early in some electoral districts”, “On appointment of members of the Halk Maslahaty of the newly formed city, members of the Gengeshes of the newly formed settlements and some gengeshliks in connection with administrative changes, “On granting of the name of Soltan Atanyyazov to the secondary school No. 4 of the Khojambaz etrap of the Lebap velayat”, “On the chairman of the Committee for protection of human rights and freedoms of Mejlis of Turkmenistan”, “On the chairman on legislation and its norms of the Mejlis of Turkmenistan”. The deputies elected Pirnazar Khudainazarov, who headed the Mejlis Committee on Legislation and its norms, the chairman of the Mejlis Committee for the Protection of Human Rights and Freedoms, and the parliamentarians elected Serdar Gurbangulyevich Berdimuhamedov as chairman of the Mejlis Committee on Legislation and its norms. In addition, the plan of legislative activity of Mejlis of Turkmenistan for 2017 was discussed by parliamentarians.
