Turkmenistan"" Center was opened on the basis of the Oil University in the city of Xi'an of the People's Republic of China. Representatives of the government of Shaanxi province and the city of Xian, the embassy of Turkmenistan in China, Turkmen students studying in the universities of Xi'an attended the ceremony. With the support of the Embassy of Turkmenistan, the Center was equipped with information resources; a mini-library has been created here. Samples of Turkmen jewelry, paintings and exhibits of decorative and applied art attract interest of visitors. The rector of the Xi'an Petroleum University Qu Chan noted the interest of Chinese youth in the creation of the Center for study of Turkmenistan, for which the university provided an appropriate place. A few dozens of students from Turkmenistan study at the Xi'an Petroleum University. In the assembly hall of the Xian Petroleum University, a round table was organized with the participation of the leadership and teachers of the university, the department of public education of Shaanxi Province and representatives of local media. A number of documents, signed during the negotiations between Turkmen President Gurbanguly Berdymuhamedov and Chairman of the People's Republic of China Xi Jinping in Beijing in May 2014 dealt with establishing contacts between Lebap velayat and Shandong province, Akhal velayat and Shaanxi province, Mary and Xi'an cities, Turkmenabat and Rizhao. In the context of these decisions, in October 2015, the Week of Culture of Xian city was held in the administrative center of Mary velayat.
