The next twenty second session of the fifth convocation of the Mejlis in which a number of laws and regulatory legal acts were adopted, took place. Representatives of corresponding ministries and departments and also mass media were invited to its session. Members of the parliament first considered the bill of Law of Turkmenistan «On legal acts» which defines the procedure of development, representation, discussions, adoption, registration, introductions, change, termination and suspension of action of legal acts and also procedure of their publication. The interested exchange of opinions took place at discussion of bills of Laws of Turkmenistan «On institution of honorary title «Türkmenistanyň аt gаzаnаn tälimçisi and on institution of honorary title «Türkmenistanyň аt gаzаnаn sport ussady». According to the session agenda, deputies were also presented bills of Laws «On the operative equipment of the territory of Turkmenistan» and «On financial liability of servicemen». Then for the parliament discussion the bill «On charities» was presented. The given bill establishes legal bases of regulation of charities which are carried out by physical and legal persons on a voluntary basis. Charitable donations can be carried out in the form of transfer (gratuitous or on favorable terms) to ownership, including money resources, objects of intellectual property and also in the form of services, performance of work and others. Further the bill «On blood donor service» was considered. The complex approach to public health care includes effectual measures of economic, social, cultural, scientific, medical and legal character. Multifaceted work also includes formation of modern legislative base of public health services. The new Law establishing a legal, organizational, economic and social basis in such important sphere, as blood donor service, also attests to this fact Discussing the bill of Turkmenistan «On museums and museum studies», deputies underlined that study of national history, preservation and popularization material and spiritual values of people in the world - one of key directions of the state policy. In realization of this work a special place is given to the museums which are the largest scientific and educational centers of the country. The present Law defines main principles of the state policy in the sphere of museum business regulates creation and activity of museums and also defines the rights and duties of their visitors. Considering the bill of Turkmenistan «On cotton growing», members of the parliament directed the attention to key issues of further development of agriculture of the country the major branch of which is manufacture and processing of ""white gold». The bill defines the legal, economic, organizational bases of cotton growing in Turkmenistan and regulates the relations connected with turnover of raw cotton and cotton production. Adoption of the given Law will give a new stimulus to the development of both cotton-growing and some allied industries. Deputies considered also bills of Laws of Turkmenistan «On amendment and additions to the Code of Turkmenistan on administrative offences», «On amendment of the Criminal Code of Turkmenistan», «On amendment and additions to the Law of Turkmenistan « On corruption counteraction», «On amendment of the Law of Turkmenistan «On public service», «On amendment and additions to the Law of Turkmenistan «On state awards of Turkmenistan "",""On amendment and additions to some acts of Turkmenistan "",""On amendment and additions to the Labor Code of Turkmenistan "",""On amendment and additions to the Law of Turkmenistan «On culture», «On amendment of the Law of Turkmenistan «On theatre and theatrical activity "",""On amendment of the Law of Turkmenistan «On protection of national intangible cultural heritage», «On amendment and additions to the Law of Turkmenistan «On combat of doping in sports». Besides, at the session bills of decisions of the Mejlis of Turkmenistan «On institution of the medal of Turkmenistan «Mälikguly Berdimuhamedov», «On amendment of some decisions of the Mejlis of Turkmenistan», «On ratification of the contract on strategic cooperation between Turkmenistan and the Republic of Uzbekistan"","" On ratification of the contract on strategic cooperation between Turkmenistan and the Republic of Kazakhstan» were considered. A number of other issues were also discussed by the session. Bills of acts submitted for consideration at the regular session of the fifth convocation of the Mejlis were unanimously approved and adopted.
