Today, President Serdar Berdimuhamedov has held a regular online meeting of the Cabinet of Ministers, which considered priority issues of state life as well as a number of drafts of prepared documents.

The first floor was given to Chairwoman of the Mejlis of the Milli Gengesh G.Mammedova, who informed on legislative activities of the institution.

Deputy Chairman of the Khalk Maslakhaty of the Milli Gengesh K.Babaev informed on the work carried out in the country to improve the legislation of the country and development of interparliamentary relations. 

President Serdar Berdimuhamedov, having highly appreciated meetings and talks held by Chairman of the Khalk Maslakhaty of the Milli Gengesh in the Republic of Korea, underlined an exceptional importance of further development of interparliamentary relations with states of the planet as an efficient mechanism for promotion of the policy of neutrality pursued by independent Turkmenistan. 

Then, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on the work carried out to develop the full-fledged and mutually beneficial economic relations with world countries in accordance with the foreign policy strategy based on principles of wide international cooperation. 

With a view of strengthening of bilateral partnership, determination of planned investment projects, intensification of attraction of foreign capital investments and loans, for consideration of the head of the state was submitted the draft of the Resolution on approval of the staff of the Intergovernmental Turkmen-Korean Commission for trade, economic, scientific and technical cooperation from the Turkmen side. 

Having made an emphasis on the significant role given to the activity of the Intergovernmental Commission in practical realization of bilateral agreements, the President of Turkmenistan signed the submitted Resolution and having sent it online to the Deputy-Chairman of the Cabinet, gave him a number of concrete instructions.

Deputy-Chairman of the Cabinet Sh.Abdrahmanov reported on measures taken with a view of increase in the volume of extraction of oil and strengthening of raw material basis of the sector under his supervision.

It was also informed that “Türkmennebit” State Concern carried out necessary work at the field of “Uzynada” in Balkan region and as a result got a discharge of natural gas and condensate. 

Further, the Deputy-Chairman of the Government reported on the state of affairs in different sectors of the fuel and energy complex and course of improvement of infrastructure of sectoral enterprises. 

In the given context, for consideration of the President of the country was submitted the draft of the Resolution "On purchase of spare parts“by Türkmengaz State Concern.

Having signed the submitted Resolution, the head of the state sent it online to the Deputy-Chairman of the Cabinet and instructed him to keep a proper control over fulfilment of rules of the given document. 

Deputy-Chairman of the Cabinet A.Yazmyradov reported on the course of seasonal field campaigns in regions of the country.

The cotton harvest continues to the last ball and areas to be  sown with cotton for the next year are ploughed. Due measures are taken to supply producers with quality seeds and agricultural machinery and equipment to be used in the sowing campaigns are prepared. 

Along with that, the harvests of rice is in full swing, the gathering of sugar beet in Balkan and Mary regions continue. 

Having heard the report, President Serdar Berdimuhamedov underlined importance of proper care of wheat fields in accordance with agro-technical standards and timely conduction of ploughing of areas under cotton for the next year, having given the Deputy-Chairman of the Cabinet a number of concrete instructions.

Deputy-Chairman of the Cabinet Ch. Purchekov reported on the activity of “Türkmenhimiýa” State Concern to develop production of chemical goods.

At present, factories “Tejenkarbamid”, “Marykarbamid” and “Garabogazkarbamid” produce urea fertilizers, a great deal of which is exported to overseas. 

As was informed, “Türkmenhimiýa” SC held the international tender for purchase of annual reserve of the given raw material in accordance with the production plan for 2023.

Having heard the report, President Serdar Berdimuhamedov underlined that the regular work of enterprises specialized in production of fertilizers highly demanded both in our country and overseas, is aimed at full supply of local agriculturists with “vitamins of fertility”, increase in volumes of its export and all opportunities will be provided for it. 

Further, the Deputy-Chairman reported on measures taken by “Türkmenhimiýa” State Concern to establish production of import replacing goods. 

The basic raw material used in urea enterprises of the country is urea-formaldehyde concentrate, which influences maintenance of quality and composition of widely exported fertilizers of the given type, which is especially important in their transportation for long distances.

Taking into account that the basis element here is methanol, it is expedient to build a new factory at the junction of Akhal gasoline factory from natural gas. 

Having summed up the report, head of the state Serdar Berdimuhamedov noted significance of measures taken to establish production of import replacing goods in the country, gave the Deputy-Chairman of the Cabinet relevant instructions.

Deputy-Chairman of the Cabinet B.Atdayev reported on results of the working visit of the Turkmen delegation to Baku (Republic of Azerbaijan) at the instruction of the President of Turkmenistan.

The delegation of Turkmenistan took part in the work of the sixth meeting of the Intergovernmental Turkmen-Azerbaijani Commission for economic cooperation. As key areas of mutually beneficial partnership were outlined the oil and gas sector, electric energy, transport and logistics, ship building, agriculture, chemical industry and textile industry, investment and trade, cultural and humanitarian sphere. By the outcome of the meeting, the relevant protocol was signed.

Having heard the report, President Serdar Berdimuhamedov underlined that the Turkmen people always highly appreciated relations with their close neighbours.

The information on results of the Ashgabat Turkmen-Austrian business forum held on November 29 with participation of state institutions as well as leading companies and business circles of both countries was also delivered.

Having summed up the report, President Serdar Berdimuhamedov pointed out that Turkmenistan gives a great significance for the strengthening of traditionally friendly relations with Austria, a growing dynamics of which testifies to the mutually aim  of the sides at multilateral long term partnership.

Deputy-Chairwoman of the Cabinet M.Mammedova reported on festive events planned for December and solemnities on the occasion of significant dates of the national calendar. 

The large program of cultural events include actions devoted to declaration of the year 2022 as year “The epoch of people with Arkadag”, International Day of Neutrality, Day of workers of the oil and gas industry and geology and New Year, concerts with participation of workers of art and culture, theater art, thematic exhibitions and creative evenings, media forums and scientific conferences.

From December 10, 2022 to January 10 of 2023, it is planned guest performances of actors of the Russian state circus. 

The New Year marathon takes place with the traditional ceremony of lighting the Main Fir Tree of the country and then, solemnities are developed all over the country. One of the bright events of the month will be the final of the art contest among young variety actors «Ýylyň parlak ýyldyzy».

On December 31, concerts of workers of culture and art on the occasion of the New Year in regions and the capital and New Year TV space bridge between Ashgabat and regions are planned.

Having heard the report, President Serdar Berdimuhamedov gave the Deputy-Chairwoman of the Cabinet concrete instructions to hold solemnities on the occasion of International Day of Neutrality at a high organizational level. As the head of the state underlined, celebration of the significant date should be bright, memorable and rich in interesting events not only in the capital but also in its regions to become another demonstration of unity of people, best national traditions.

Deputy-Chairman of the Cabinet N.Amannepesov reported on the work of pubic organization of doctors of Turkmenistan.

The given structure was developed on the  basis of the law of Turkmenistan “On pubic organizations“ with a view of ensuring protection of health of citizens, wide use of positive experience, gained by world and national medicine as well as realization of state programs adopted in the sphere.

As is expected, creation of the organization will facilitate improvement of the national system of health care, quality of medical services in accordance with world standards, preparation of highly qualified personnel.

Having summed up the report, President Serdar Berdimuhamedov noted an important role of pubic organizations in achievement of high goals and tasks set before the country in the Era of Revival of the New Epoch of the Powerful State.

The, the Deputy-Chairman of the Cabinet reported on preparation for the international conference “Bitarap Türkmenistan – ösüş arkaly parahatçylygyň beýik nusgasy”, timed to International Day of Neutrality.

The forum planned for December 10 of the current year will be organized jointly by the Ministries of Education, Health and Medical Industry and State Committee for Physical Culture and Sports and Academy of Sciences.

Having pointed out importance of establishment of the mutually interested dialogue with wide public on topical issues of modernity, the head of the state instructed the Deputy-Chairman of the Cabinet to keep a personal control over the course of preparation for the upcoming large forum, its conduction at high organizational level.

Then, the floor was given to Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov, who reported on measures taken for further development of international information activity of Turkmenistan.

It is proposed to open the international information centre at the State Committee for TV, radio broadcasting and cinematography. Its main tasks will become to prepare and broadcast via international mass media various programs, short documentaries, videos devoted to Turkmenistan, important event taking place in the country and publication of special editions and others.

In this connection, it was noted expediency to place the new centre with it’s a number of profile sections in the international media centre of the Olympic village.

Having summed up the report, President Serdar Berdimuhamedov underlined that independent neutral Turkmenistan should be worthily represented in the world information space. It is necessary to take steady steps with a view of familiarization of the international community with key areas of peace loving foreign policy of our country, its successes reached in all spheres of life in the new historical epoch.

Having noted importance of continuation of purpose oriented work on integration of Turkmenistan into intentional media space, President Serdar Berdimuhamedov gave the Deputy-Chairman of the Cabinet, head of MFA a number of concrete instructions.

Then, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs informed on the good news received from the 17th session of the UNESCO Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage taking place in Rabat of the Kingdom of Morocco. Having pointed out that during the session on December 1, the decision on inclusion of our country’s proposal under nomination “Turkmen art of needlework” in the UNESCO's List of Intangible Cultural Heritage of Humanity was adopted unanimously, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs sincerely congratulated the head of the state with this significant date.

Having accepted the news with satisfaction, President Serdar Berdimuhamedov addressing participants of the meeting and all compatriots, underlined that further enrichment of cultural values of Turkmen people acts as one of the priority areas of the state policy of the fatherland.

Having warmly congratulated compatriots with adoption of this important international decision, President Serdar Berdimuhamedov wished all sound health, happiness, and great successes in their work for the benefit of our beloved independent neutral country.

Then, Director General of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on the issue of joining the Agreement of the Organization for Cooperation of Railways (OSJD) on International Transportation of Containers by Container Trains.

With a view of intensification of functioning of international transport corridors, increase of volumes of container transportation, conduction of favourable competitive price policy and adjustment of comfortable logistics by “Türkmendemirýollary” Agency, opportunities of the joining of “Demirýollary” Open-end Joint Stock Association the above mentioned agreement.

Having given the head of the Agency a number of instructions, connected with development of the sector, joining various international documents with the framework of interaction with the  Organization for Cooperation of Railways, the head of Turkmenistan pointed out importance of exchange of experience and useful innovation solutions with foreign partners  and instructed him to explore the issue in detail.

Further, the information on establishment of the staff of the Turkmen side for the joint Türkmen-Russian Commission for transport, transit and logistics. 

The head of the state made a special emphasis on the strategic significance of transport routes linking two countries and noted topicality of realization of joint large-scale infrastructure projects.

The meeting of the government also considered other issues and adopted a number of documents on development of sectors of national economy.

Having concluded the regular online meeting of the Cabinet, President Serdar Berdimuhamedov wished its participants sound health, family wellbeing and great successes in their work for further prosperity of the sovereign fatherland.
