Today, President Serdar Berdimuhamedov has held a working meeting via a digital system with the participation of Deputy Chairman of the Cabinet of Ministers A. Yazmyradov, who is in charge of the agro-industrial complex, and the hyakims of velayats, as well as Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov, at which the progress of agricultural work in the regions was discussed, as well as issues related to the outcomes of working trips of the delegation of Turkmenistan to the United States of America and the Federal Republic of Germany made on instructions of the President of the country.

The floor was first given to Akhal Velayat Hyakim Ya. Gurbanov, who reported on the pace of seasonal field campaigns.

As was reported, the wheat fields treatment is under way today, in particular, vegetative watering and application of mineral fertilizers. Cotton sowing has been completed in the region, weeding and inter-row cultivation are carried out in the fields.

Information was provided on the progress in the construction of social and industrial facilities, as well as engineering systems as part of the National Rural Program, the commissioning of which is scheduled for the current year.

Having heard the report, President Serdar Berdimuhamedov emphasized the importance of a responsible approach to the proper organization of the season important for the agro-industrial complex, which is a present-day requirement.

Then Balkan Velayat Khyakim T. Atakhalliyev reported on the course of seasonal field campaigns in the region.

As was reported, vegetative irrigation, weeding and inter-row cultivation are under way in the cotton fields. Wheat care is carried out in a timely manner and with high quality.

In order to gather a bountiful harvest in the velayat, care is taken for potatoes, onions and other crops in accordance with the agro-technical requirements. At the same time, in order to fulfill the plans, appropriate measures are taken to care for silkworms.

Having heard the report, the head of the state emphasized that the future bountiful harvest depends on the quality and timeliness of the seasonal field work ongoing today.

The working meeting via a digital system was continued with the report given by Dashoguz Velayat Khyakim N. Nazarmyradov on the state of affairs in the region.

As was reported, seasonal agricultural work is carried out in compliance with agro-technical standards. The cotton sowing has been completed, and where the first shoots have appeared, they are cared for. Sowing of rice has also started in the region in an organized manner.

The khyakim reported on the construction pace of social and industrial facilities being built under the Program for socio-economic development of the country in 2022–2028 and the National Rural Program.

Having heard the report, President Serdar Berdimuhamedov focused on the importance of performing seasonal field work in the region in strict compliance with agro-technical standards, giving the khyakim a number of instructions on caring for wheat, potatoes, onions and other crops, as well as proper organization of rice sowing.

In addition, the khyakim was instructed to provide proper care for cotton in compliance with the agro-technical requirements in order to gather a bountiful harvest this year.

Then, Lebap Velayat Khyakim Sh. Amangeldiev reported on the course of seasonal agricultural campaigns.

As was reported, at present, the cotton sowing has been completed in the region, treatment is under way in the fields, in particular, inter-row cultivation and weeding. Agricultural machinery and units are operated effectively.

Along with this, treatment continues in wheat fields, in particular, watering. In order to provide the population with potatoes, onions and other crops, and to successfully achieve the goals set, work is in progress to care for these crops in accordance with agro-technical standards. Appropriate measures are taken to care for silkworms.

Information was provided on the progress in the construction of various facilities under the Program for socio-economic development of the country in 2022–2028 and the National Rural Program, the commissioning of which is scheduled for this year.

Having heard the report, President Serdar Berdimuhamedov specified that an important requirement for seasonal agricultural work is compliance with agro-technical standards and gave the khyakim a number of instructions to take timely care for wheat, potatoes, onions and other crops.

In addition, the head of state ordered to keep under control the treatment of cotton fields in compliance with the agro-technical terms, as well as the cocoons production in accordance with the established plan.

The khyakim was instructed to strictly control the quality and timeliness of the construction of various facilities in the velayat ongoing as part of the Program for socio-economic development of the country in 2022–2028 and the National Rural Program, to be commissioned this year.

Then, Mary Velayat Khyakim D. Annaberdiev reported on the pace of agricultural campaigns.

Wheat care continues in order to gather a bountiful harvest. In the fields sown to potatoes, onions and other crops, appropriate measures are taken in accordance with agro-technical standards.

The khyakim also reported on the progress of construction of social and industrial facilities in the velayat under the Program for socio-economic development of the country in 2022-2028 and the National Rural Program, scheduled for commissioning this year.

Summing up the report, President Serdar Berdimuhamedov stressed the need to comply with agro-technical standards when caring for cotton, wheat, potatoes, onions and other crops, instructing the khyakim to keep these works under control.

Then Deputy Chairman of the Cabinet of Ministers A. Yazmyradov informed about the pace of seasonal agricultural campaigns.

As was reported, the farmers of the country are provided with mineral fertilizers, high-quality seeds at preferential prices. Modern machinery and units are constantly purchased for the agricultural industry. Guided by the provisions set by the head of state to gather a bountiful harvest of agricultural crops, cotton sowing was successfully completed in the regions.

Along with this, work is carried out in the velayats for the treatment of wheat fields, in particular, vegetative irrigation and application of mineral fertilizers, biological resources are used in pest control, and measures are taken to prevent wheat diseases. Potatoes, onions and other crops are cared for in accordance with agro-technical standards.

Appropriate arrangements are undertaken everywhere for an organized completion of the cocoons production season. Currently, the silkworm cocoons production campaign has started in the Akhal, Lebap and Mary Velayats.

Sowing of rice has begun in the Dashoguz Velayat, and efforts are made for its timely and high-quality implementation.

Having heard the report, the head of the state focused on an important requirement, which is an uninterrupted and organized implementation of agricultural activities in accordance with agro-technical standards, in particular, care for cotton, wheat, potatoes, onions and other crops, as well as the successful completion of the cocoons production season according to the plan, in view of with which several instructions were given to the vice-premier, including on control over the rational use of water resources.

Addressing the Deputy Chairman of the Cabinet of Ministers in charge of the agro-industrial complex and the hyakims of velayats, the head of state stressed the need for a responsible and comprehensive approach to agricultural work, which must be carried out efficiently and on time, and wished them sound health and success in large-scale activities for the prosperity of the Homeland and wellbeing of our people.

Then Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov made a report on the outcomes of working visits of the delegation of Turkmenistan to the United States of America and the Federal Republic of Germany on the instructions of the head of state.

As was reported, on April 23-24, the Turkmen delegation made a working visit to the US capital, Washington, during which it held a bilateral meeting with the US Secretary of State and took part in the regular annual Turkmen-American political consultations.

At the meeting between the Minister of Foreign Affairs of Turkmenistan and the US Secretary of State, topical issues on the bilateral, regional and international agenda were considered.

During the meeting, a discussion also took place on the further development of relations as part of cooperation between the states of Central Asia and the United States on issues related to security, economy, energy and climate change. The need to step up the implementation of initiatives put forward within the United Nations and other international organizations and mutual support for each other was pointed out.

During the political consultations held at the US State Department, issues of Turkmen-American cooperation in the political, diplomatic, trade and economic sectors, in the field of environment preservation, science, education, culture and humanitarian areas and, in particular, new forms of joint action were discussed.

In consideration of the experience of fruitful ties between US companies and Turkmen partners, it is necessary to step up work to further strengthen relations, while the main focus has to be on advanced digital technologies and innovative approaches.

It was emphasized that one of the priorities of bilateral cooperation is environmental issues. Work in this area is carried out on the basis of proposals put forward by the President of Turkmenistan at the 26th meeting of the parties to the UN Framework Convention on Climate Change, held in Glasgow on November 3, 2021.

Following the political consultations between the Government of Turkmenistan and the Government of the United States of America, a Memorandum of Understanding on cooperation in the field of education was signed.

Members of the delegation of our country held meetings with the US Assistant Secretary of State for Energy, Executive Director of the Turkmen-American Business Council and members of this Council, including heads of American companies, and the head of the National Museum of Asian Art of the Smithsonian Institution.

In this regard, proposals on the creation of a “Roadmap” of cooperation for 2023-2024 in order to further develop partnership between Turkmenistan and the United States of America, as well as proposals to strengthen the legal framework of relations and prepare a framework plan for organizing visits at different levels between Turkmenistan and the USA were submitted to the head of state for consideration.

Summing up the report, President Serdar Berdimuhamedov emphasized that our country, implementing the foreign policy course based on the principles of peacefulness, positive neutrality and constructive international cooperation, is always open for fruitful cooperation with all interested foreign partners.

Having approved the proposals, the head of state noted with satisfaction the traditionally friendly nature of the interstate dialogue with the United States of America, which has been filled with a new content in recent years. Turkmen-American cooperation is dynamically developing both on bilateral and multilateral basis, covering a wide range of areas. As for trade and economic partnership, a significant role in this respect is assigned to the joint Business Council, which has proven to be an effective mechanism for strengthening mutually beneficial business contacts and stimulating investment activity.

Highlighting the solid experience of long-term cooperation and the impressive potential for its further development, President Serdar Berdimuhamedov instructed to continue relevant work in this area.

Then Cabinet Deputy Chairman, Minister of Foreign Affairs R. Meredov reported on the outcomes of a working visit of the delegation of Turkmenistan to the Federal Republic of Germany.

As was reported, on April 25-28, 2023, the delegation of the country made a working visit to Germany to discuss issues of Turkmen-German economic cooperation.

During the visit, a meeting was held with the Secretary General of the Eastern Committee of the German Economy, one of the largest economic organizations in the country, where issues of holding the Turkmen-German Economic Forum in October this year with the participation of representatives of state organizations and business communities of Turkmenistan were discussed. Proposals were exchanged for the preparation of this forum at a high level. For this purpose a proposal was made to organize three preliminary thematic training seminars via a digital system.

During the visit, negotiations were also held with the Head of the German Company CLAAS. During the meeting, it was emphasized that the German party is showing great interest in the further development of cooperation with Turkmenistan.

In this regard, the importance of expanding contacts in such areas as technology, innovation, investment, digital technology and the green economy was emphasized.

During the visit, a meeting was also held with the head of the specialized water management company Wilo, at which it was especially emphasized that the German party is greatly interested in a reliable and large-scale dialogue with Turkmenistan.

Partnership in the international financial and banking sectors is one of the major areas of economic cooperation with the Federal Republic of Germany. On April 27–28, the Turkmen delegation met with the heads of German banks Deutsche Bank AG and Commerzbank AG to discuss issues of bilateral cooperation in this system.

Having heard the report, President Serdar Berdimuhamedov emphasized that relations between Turkmenistan and the Federal Republic of Germany are wide-ranging and progressively developing. A clear example in this regard is both the constructive dialogue in the political and diplomatic areas, and the mutually beneficial trade and economic ties that are growing year by year, and fruitful contacts in the cultural and humanitarian fields.

The existing solid potential provides broad opportunities for stepping up bilateral partnership in various areas, and the implementation of new promising projects. In this context, a significant role is assigned to strengthening partnership between relevant state and business agencies, holding joint economic forums that contribute to the diversification of productive cooperation, and determining its priority areas in the view of modern realities.

Speaking of this, the head of state gave a number of specific instructions regarding the further development of the Turkmen-German partnership on a long-term systematic basis.

During the meeting, Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov addressed the President of Turkmenistan with a request on granting a regular labor leave.

Having approved the request, the head of state entrusted the temporary performance of the foreign policy department head’s duties to Deputy Minister of Foreign Affairs V. Hadjiev.
