For special merits in study and popularisation of the creative heritage of the great thinker and poet Magtymguly Fragi in the world, development of relations with independent neutral Turkmenistan, strengthening of bonds of friendship, brotherhood and cooperation between people in the Era of Revival of the new epoch of the powerful state as well as on the occasion of the 300th anniversary of Turkmen poet-classic Magtymguly Fragi, I decide:
