In order to significantly improve the management of the transport and communications complex, I decree:

1. To abolish the Agency for Transport and Communications under the Cabinet of Ministers of Turkmenistan.

2. To ensure that the following are subordinate to the abolished Agency for Transport and Communications under the Cabinet of Ministers:

1) the termination of the activities of the «Türkmendemirýollary» agency, the «Türkmenaragatnaşyk» agency and the «Türkmenawtoulaglary» agency and the creation on their basis of the Ministry of Railway Transport of Turkmenistan, the Ministry of Communications of Turkmenistan and the Ministry of Automobile Transport, respectively;

2) the naming of the «Türkmenhowaýollary» agency and the «Türkmendeňizderýaýollary» agency, respectively, the State Service «Türkmenhowaýollary» and the State Service of Maritime and River Transport of Turkmenistan.

3. The Minister of Railway Transport of Turkmenistan should have two deputies, the Minister of Communications of Turkmenistan – three deputies, the Minister of Automobile Transport of Turkmenistan – two deputies, the Chairman of the State Service «Türkmenhowaýollary» – two deputies, the Chairman of the State Service of Maritime and River Transport of Turkmenistan – two deputies.

4. To determine the Ministry of Railway Transport of Turkmenistan, the Ministry of Communications of Turkmenistan and the Ministry of Automobile Transport of Turkmenistan as the legal successors of the agency «Türkmendemirýollary», the agency «Türkmenaragatnaşyk» and the agency «Türkmenawtoulaglary», respectively.

5. The Ministry of Railway Transport of Turkmenistan, the Ministry of Communications of Turkmenistan and the Ministry of Automobile Transport of Turkmenistan, the State Service «Türkmenhowaýollary», the State Service of Maritime and River Transport of Turkmenistan jointly with the Ministry of Finance and Economy of Turkmenistan, the Ministry of Labour and Social Protection of Population of Turkmenistan and the Ministry of Justice of Turkmenistan shall, within one month, prepare and submit to the Cabinet of Ministers of Turkmenistan, respectively:

1) regulations on the Ministry of Railway Transport of Turkmenistan, the Ministry of Communications of Turkmenistan and the Ministry of Automobile Transport of Turkmenistan, the State Service «Türkmenhowaýollary» and the State Service of Maritime and River Transport of Turkmenistan, draft structures of their central offices, staffing tables and salaries of managers.

2) proposals on amendments and additions to the legislation of Turkmenistan arising from this Decree.
