In order to significantly raise the living standards of the population in the velayats, optimize and activate the fulfillment of assigned tasks for their successful implementation, in accordance with the “National Program of the President of Turkmenistan for the Transformation of Social and Living Conditions of the Population of Villages, Towns, Etrap Cities and Etrap Centers for the Period up to 2028” in the era of the Revival of the new epoch of the powerful state, the President of Turkmenistan signed a Decree approving the National Program of the President of Turkmenistan for the Transformation of Social and Living Conditions of the Population of Villages, Towns, Etrap Cities and Etrap Centers for the Period up to 2028 in a new edition.

The President of Turkmenistan signed an Order approving the composition of the State Commission for Admission to Higher and Secondary Vocational Educational Institutions of Turkmenistan for studies in 2025.

The State Commission is instructed to carry out organizational and methodological guidance for admission to higher and secondary vocational educational institutions of the country in 2025 and to organize its implementation in the prescribed manner.

The hakimliks of the velayats, Ashgabat city, and Arkadag city are instructed to create the necessary conditions for the proper functioning of the working commissions for admission to higher and secondary vocational educational institutions.

The President of Turkmenistan signed an Order approving the admission plan for studies in 2025 to universities of Turkmenistan by velayats, Ashgabat city, and Arkadag city, as well as the admission plan for studies in 2025 to secondary vocational educational institutions of Turkmenistan.

Higher and secondary professional educational institutions of Turkmenistan are instructed to organize admission for studies during the period from July 14 to August 25, 2025, and to conduct entrance exams at their locations.

In order to improve the qualifications of deputies of the Mejlis and members of the Halk Maslahaty, prepare civil servants for central and local executive authorities, local self-government bodies, as well as masters in the era of the Revival of the new epoch of the powerful state, the President of Turkmenistan signed an Order approving:

- The admission plan for retraining courses for civil servants of state bodies (duration – two academic years) at the Academy of State Service under the President of Turkmenistan for the 2025-2026 academic year;

- The admission plan for advanced training courses for civil servants of state bodies (duration – five months) at the Academy of State Service under the President of Turkmenistan for the 2025-2026 academic year;

- The admission plan for advanced training courses for civil servants of state bodies in commercial arbitration (duration – four months) at the Academy of State Service under the President of Turkmenistan for the 2025-2026 academic year;

- The admission plan for advanced training courses for deputies of the Mejlis and members of velayat, etrap, and city Halk Maslahaty (duration – two months) at the Academy of State Service under the President of Turkmenistan for the 2025-2026 academic year;

- The admission plan for advanced training courses for employees of local executive bodies (duration – two months) at the Academy of State Service under the President of Turkmenistan for the 2025-2026 academic year; 

- The admission plan for advanced training courses for employees of local self-government bodies (duration – two months) at the Academy of State Service under the President of Turkmenistan for the 2025-2026 academic year;

- The admission plan for fee-based students for master's preparatory courses (duration – from one academic year to two years) at the Academy of State Service under the President of Turkmenistan for the 2025-2026 academic year;

- The admission plan for fee-based advanced training courses for specialists (duration – up to two months) at the Academy of State Service under the President of Turkmenistan for the 2025-2026 academic year;

- The procedure for organizing entrance examinations for the admission of listeners and students to courses at the Academy of State Service under the President of Turkmenistan for the 2025-2026 academic year.
