Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, at which a number of issues of state life were considered.

Addressing participants of the meeting, the head of Turkmenistan pointed out that according to the established tradition, pardoning of the citizens who were condemned for their committed crimes, but regret for their criminal conduct and sincerely repent, is carried out.

In this connection, the floor was given to Secretary of the State Security Council, Chairman of the Commission for the preparation of proposals on issues of citizenship and pardon under the President of Turkmenistan B. Gundogdyev who reported on results of work carried out by the Commission of work on pardoning of convicted persons on the occasion of the International year of peace and trust.

Having heard the report, President Serdar Berdimuhamedov, following the noble tradition, signed the Decree on pardoning of 247 citizens on the occasion of the International year of peace and trust.

The head of the state instructed the Chairman of the Commission to carry out necessary work together with heads of law enforcement bodies to release convicted persons from jails and their return in the near future to their families.

The President of Turkmenistan wished pardoned citizens to work honesty, work sincerely to serve their fatherland and to live, rejoicing fruits of their honest work.

Then, Chairwoman of the Mejlis D.Gulmanova, who informed on preparation of the bills connected with legal support of the further political, economic and cultural development of the country, increase of standards of living of the population and international initiatives of our fatherland as well as amendments and additions to the laws in force, took the floor.

In addition to it, she informed on seminars held by deputies concerning the legislative activity for students of the Civil Service Academy under the President of Turkmenistan.

She also informed on the meeting held with the Ambassador Extraordinary and Plenipotentiary of the Islamic Republic of Pakistan and the video conference - members of the group of inter-parliamentary friendship between the Mejlis of Turkmenistan and the National Meeting of the Republic of Armenia. Besides it, a deputy of the Mejlis took part in the training «Basic concepts of the World Trade Organization for Turkmenistan» which was held in the People’s Republic of China.

The head of the national Parliament also informed on preparation for the 30th anniversary of permanent neutrality of our fatherland, the Third UN Conference on Landlocked Developing Countries and Parliamentary forum to be organised on its margins.

Summing up the information, President Serdar Berdimuhamedov noted that new laws should reflect the internal and foreign policy of the state. Thus, am emphasis was made on the importance of development of new bills demanded by time.

Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on the work carried out to organise the international actions planned within the chairmanship of Turkmenistan in 2025 in the United Nations Special Programme for the Economies of Central Asia (SPECA).

As he informed, according to the corresponding plan, in November-December of the current year it is planned to hold out the Economic forum in Ashgabat, the 20th meeting the Supervising council, meetings of working groups by areas. In this connection, the Ministry of Finance and Economy together with the Permanent Representative of Turkmenistan to the UN Office at Geneva and United Nations Economic Commission for Europe (UNECE) prepare for «SPECA Days» in which it is expected to participle high-ranking officials of countries-participants of SPECA, UNECE, heads and representatives of other specialised structures of the given organisation as well as international experts.

Having heard the report, the head of the state marked the importance of consecutive development of international cooperation for maintenance of stability of national economy and instructed the Deputy-Chairman of the Cabinet to prepare properly for the international actions of the United Nations Special Programme for the Economies of Central Asia (SPECA) planned for November in Ashgabat. 

Deputy-Chairman of the Cabinet B.Amanov reported on the activity of the subordinate branch, in particular, "Türkmengaz" State Concern. 

As he informed, at present, work on effective development of the gas deposit «Galkynyş» is carried out and necessary measures are taken with a view of maintenance of long uninterrupted and reliable operation of local gas wells.

In this connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.

Having heard the report, President Serdar Berdimuhamedov noted the efficiency of development of the gas deposit «Galkynyş». Having approved the proposal prepared with a view of efficiency of work, implemented at gas wells, the head of the state instructed the Deputy-Chairman of the Cabinet to take appropriate measures in this area.

Then, Deputy-Chairman of the Cabinet T.Atahallyev reported on the course of seasonal agricultural campaigns.

As he reported, these days proper care is provided in the cotton fields according to agro-technical standards, in particular, inter-row cultivation and watering. Within the forthcoming cotton-picking season cotton-harvesting combines and other agricultural machinery, ginneries, reception points and motor transport, which will be involved for transportation of the collected crop, are prepared.

The fields to be sown with grain are ploughed and levelled and seeds of wheat are prepared.

In on cattle-breeding farms corresponding work is carried out to maintain appropriate care of animals, increase in their livestock and productivity increase, creation of stocks of forage.

Summing up the report, President Serdar Berdimuhamedov focused attention on importance of further complex development and perfection of the agricultural branch. In this connection, the head of the state instructed the Deputy-Chairman of the Cabinet to continue care of cotton fields according to agro-technical standards, to prepare ginneries and special motor transport for crop transportation, and to carry out due preparation for the upcoming wheat sowing campaign.

Further, Deputy-Chairman of the Cabinet B.Annamammedov reported on measures adopted to improve the quality of power supply of consumers of the country.

As he reported, with a view of effective utilisation of power capacities, and maintenance of reliability and uninterrupted operation of power supply of consumers, the Ministry of Energy carries out planned repair of power stations, lines of electricity transmission of various capacities and transformer substations.

At the same time, the material and technical basis of the sphere of power is regularly modernised, capacities that promotes uninterrupted functioning of power objects, are raised.

Having heard the report, President Serdar Berdimuhamedov noted that today, the strengthening of the material and technical basis of the electric power branch and uninterrupted supply of consumers with electric power acts as a key goal and instructed the Deputy-Chairman of the Cabinet to hold an effective utilisation of power capacities available in the country under constant control.  

Then, Deputy-Chairwoman of the Cabinet B.Seyidova reported on the draft of the Resolution « On approval of the procedure for state registration of movable values of the national historical and cultural heritage».

As she informed, a wide spectrum of work is carried out to ensure careful preservation and state protection of values of national historical and cultural heritage.

In this connection, the Deputy-Chairwoman of the Cabinet submitted a relevant proposal for consideration of the head of the state.

Having heard the report, President Serdar Berdimuhamedov pointed out that due work is carried out in the country to develop national cultures and art. Having signed the Resolution with a view of state registration of movable values of the national historical and cultural heritage, the head of the state sent it online to the Deputy-Chairwoman of the Cabinet and gave her corresponding instructions.

Further, Deputy-Chairwoman of the Cabinet of B.Orazdurdyeva reported on preparation for the new academic years 2025-2026.

As she informed, for August 23 of the current year the meeting of leading employees of the education sector is planned and it will review of goals set by the President of Turkmenistan on perfection of the education system and maintenance of quality of teaching in the past educational year, priority goals and new boundaries to be reached in the new educational year. Along with it, discussion of perspective work on preparation of regulatory legal acts and education and methodical manuals according to national practice and international educational standards and increase of professionalism of pedagogical personnel, development of relations "instructor-student" is planned.

Besides it, plans for the new academic year on cultivation of the feeling of national pride and patriotism with the growing generation on the basis of books by Hero-Arkadag and the President of Turkmenistan, ensuring of successful performance of young people in competitions and Olympic Games, their attraction to scientific work and future trades will be concretised meetings.

In this connection, the Deputy-Chairwoman of the Cabinet submitted relevant proposals for consideration of the head of the state.

Summing up the report, President Serdar Berdimuhamedov underlined that in the Era of Revival of the new epoch of the powerful state a special significance is given to improvement of the education system, maintenance of quality of teaching and instructed the Deputy-Chairwoman of the Cabinet to prepare for the meeting of employees of education sector devoted to priority goals of the new academic year 2025-2026 properly.

Further, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on the work carried out to further develop multivector cooperation of Turkmenistan with the United Nations Educational, Scientific and Cultural Organization (UNESCO).

As he marked, so far in the context of strengthening of corresponding legal basis our country has joined 15 international documents of UNESCO. According to obligations following from them, a number of objects of our non-material, historical, and cultural heritage, and natural objects were included in the UNESCO List of the World heritage within national and multilateral nominations.

On a systematic basis, interaction with profile structures of UNESCO is carried out. Among them - the Intergovernmental Committee for Physical Education and Sport, Intergovernmental Oceanographic Commission, International Hydrological Programme, Man and the Biosphere,  Memory of the World Programs as well as Program «UNITWIN», aimed at adjustment of cooperation and network interaction between university chairs, other international networks and institutes.

So, within the Program «UNITWIN» in two local higher educational institutions UNESCO chairs were opened, in corresponding higher educational schools six clubs of UNESCO were created. At the same time, six secondary schools of our country were included into the UNESCO Associated Schools Project Network, the Magtymguly Youth organisation of Turkmenistan has joined UNESCO Global Youth Community and Ashgabat was included in the UNESCO Creative Cities Network in the “Design category”.

Besides it, within the Road map signed between the Ministry of Education of Turkmenistan and UNESCO Institute for Information Technologies in Education, the projects connected with digital education and introduction of the advanced international practice in this area at national level are successfully realised.

It was in this connection reported that with a view of further realisation of humanitarian initiatives of the President of Turkmenistan, set forward in the United Nations,  a number of proposals were prepared.

In particular, for consideration of the head of the state the proposal on participation of the delegation of our country in the 43rd meeting of the General Conference of UNESCO planned for autumn of the current year in Samarkand was presented.

Along with it, it is proposed to organise within the aforementioned Road map in Turkmenistan in August of this year the international forum in the hybrid format. It is planned to hold in 5 areas: digital education and artificial intelligence (AI); AI role in achievement of the goals of sustainable development; international experience of introduction of artificial intelligence in the national education system and sciences; perfection of educational sphere by means of digitization and technologies of AI; significance of tools of AI in improvement of professional skill of national experts. Proceeding from it, responsibility for organization of the given action should be laid upon the Ministry of Education.

The proposal, concerning financings of several projects at the expense of the Trust fund founded with assistance of the head of the state on the basis of the Framework agreement between the Government of our country and UNESCO as also mentioned. Among them: «Our heritage», «Youth, peace and safety», «Creation of geo-park in Turkmenistan» as well as the project aimed at strengthening measures on preservation of the fortress of Amul, entered in the list the UNESCO World Heritage.

Summing up the report, President Serdar Berdimuhamedov underlined that our country actively co-operates with the United Nations and its specialised structures. Having approved the proposals aimed at further effective interaction with the United Nations Educational, Scientific and Cultural Organization ­ (UNESCO), the head of the state instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to carry out corresponding work to that end.

Then, Deputy-Chairman of the Cabinet M.Chakyev reported on the work carried out to digitalize all spheres of national economy and to introduce the technologies based on innovative solutions.

In particular, he informed on adopted measures according to Laws of Turkmenistan «On the electronic document, electronic document circulation and digital services» and «On the electronic government» for coordination of joint activity of state structures by means of electronic information system and streamlining of digital services, adoption of demanded regulatory legal acts.

In this connection, for consideration of the head of the state a relevant proposal was submitted.

Having heard the report, the President of Turkmenistan noted that in the country complex work is carried out to develop the digital economy, organise the activity of state structures, and introduce innovative technologies in manufacture. Having approved the proposal on the system «E-government», the head of the state instructed the Deputy-Chairman of the Cabinet to take appropriate measures.

Further, President Serdar Berdimuhamedov addressed members of the Cabinet and marked that the online meeting of the Government held today is the last one this month. As he underlined, from August 1 heads, except heads of the agricultural complex and khyakims of velayats, will take labour holiday and they can have a rest, improve their health in sanatoria of the country and Avaza national tourist zone.

In connection with forthcoming international actions, a number of heads during holiday will take part in their organisation, the head of the state said and wished all a good rest.

At the meeting a number of other issues of state life, on which corresponding decisions were made, were also considered.

Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their work for prosperity of our sovereign fatherland.
