Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, at which a number of issues of state life were considered.
Chairwoman of the Mejlis D.Gulmanova, who informed on the work carried out to consecutively modernize the legal framework of the country and make amendments and additions to earlier passed laws, was the first to take the floor.
As she informed, at present, on the basis of the proposals arriving from ministries and sectoral departments, international experience is studied and perfection of legal acts in force connected with protection of the rights and freedom of the individual, is carried out by development of various branches of economy.
During the considered period for trainees of the Academy of Public Service under the President of Turkmenistan with participation of deputies, seminars on modern methods and principles of law making were held. At the same time, members of the parliament took part in meetings and other events organised by structural divisions of the United Nations together with corresponding state institutions of the country for exchange of experience in legislative activity.
Summing up the information, President Serdar Berdimuhamedov pointed out the importance of development of drafts of new laws further.
Then, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on the draft of the Program of social and economic development and investments of Turkmenistan in 2026.
As he informed, the document was developed proceeding from the revised edition of «Program of the President of Turkmenistan for social and economic development of the country in 2022-2028», «Program of the President of Turkmenistan for transformation of social conditions of the population of villages, settlements, cities of etraps and etrap centres for the period till 2028» and the State budget for the current year.
According to the Program, within 2026 it is planned to adopt measures on maintenance of stability of macroeconomic indicators and rates of increase of GDP, diversification of spheres of national economy and strengthening of economic power of the country. Maintenance of progressive and complex development of branches, increase of level of industrial-innovative development, full involvement of capacities of industrial enterprises are included in the planned activities.
Increase of competitiveness of national economy at the expense of development focused on export and import replacing manufactures and, finally, on increase of foreign trade turnover were designated as priorities of the current year. Besides it, it is planned to increase manufacture of non-polluting, high-quality agricultural and other production, to realise measures on maintenance of food safety and preservation of the environment, and further to introduce modern digital technologies and "green" economy, to improve the quality of transport, housing and municipal, social and other services provided for the population.
Progressive development of small and medium size business at the expense of formation of favourable business environment, perfection of legal frameworks of state-private partnership are included in the perspective plans. The work on intensification of investment policy, increase in capital investments, which will be made in construction of social and industrial projects as well as commissioning of new manufactures and creation of workplaces in regions will be continued.
In addition, adoption of measures on maintenance of social security of the population, regular increase in incomes and improvement of social living conditions of citizens are planned.
As the Deputy-Chairman of the Cabinet reported, in the draft of the Program expected macroeconomic indicators, production plans by all branches of economy, the works planned to fulfil in 2026, indicators of social and economic development of velayats, Ashgabat and Arkadag cities were defined. At the same time, he mentioned concrete figures and volumes of investments planned to make.
In this connection, for consideration of the head of the state the draft of the corresponding program was submitted.
Having heard the report, President Serdar Berdimuhamedov marked that maintenance of stable social and economic development of the country acts as one of the key tasks. It promotes the co-ordinated development of economy, increase of standards of living of people. Having approved the draft of the «Program of social and economic development and investments of Turkmenistan in 2026», the head of the state instructed the Deputy-Chairman of the Cabinet to carry out corresponding work to that end.
Deputy-Chairman of the Cabinet B.Amanov reported on the activity carried out to train specialists with international experience for the oil and gas complex.
As he reported, at present, in the fuel and energy sector of the country world advanced practice and possibilities of digital system are widely introduced and a special significance is attached to the training of highly-skilled personnel.
In this connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov noted that in our country an effective activity is carried out to train professional specialists with international experience for the oil and gas complex and approved the presented proposal and instructed the Deputy-Chairman of the Cabinet to carry out necessary work in that regard.
Then, Deputy-Chairman of the Cabinet T.Atahallyev reported on the activity of the agricultural sector and course of seasonal agricultural campaigns in velayats.
As he informed, according to agro-technical standards, due care is taken of the wheat fields. At the same time, the fields are prepared for cotton sowing, in particular, ploughing, levelling, harrowing and ridging activities are carried out.
Along with it, due work is carried out to develop animal industries, increase in the livestock of cattle, maintenance of appropriate care and increase of productivity of the branch. In connection with the ongoing winter season, necessary measures are taken for feeding and warm wintering of cattle in the cattle-breeding economies.
Besides it, according to the National forest program of Turkmenistan, practical steps are implemented to maintain the ecological well-being in the country, to transform our fatherland into a blossoming garden. At present, in the forestry economies of the Ministry of Nature protection, corresponding measures are realized to plant saplings shade, deciduous and coniferous trees and due care of them are taken. Proper preparation is also carried out to plant fruit and other trees.
Summing up the report, President Serdar Berdimuhamedov pointed out that one should hold complex development of the agricultural sector and the strengthening of its material and technical basis in the centre of constant attention.
The head of the state also gave the Deputy-Chairman of the Cabinet concrete instructions concerning conduction and further corresponding agro-technical activities in the fields to be sown with cotton, appropriate care of wheat fields, feeding and warm wintering of cattle in cattle-breeding economies.
Further, Deputy-Chairman of the Cabinet B.Annamammedov reported on modernisation of the material and technical basis of the factories of "Türkmenhimiýa" State Concern.
As he reported, with a view of maintenance of uninterrupted functioning and management of "Türkmenturba" factory of the State Concern according to technological standards, due work is carried out to timely supply it with the equipment and chemical products necessary for production process.
In this connection, the Deputy-Chairman of the Cabinet submitted relevant proposals for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov underlined that in our country a special importance is given to full involvement of industrial potential of chemical enterprises. Having approved the proposal aimed at strengthening the material and technical basis of "Türkmenturba" factory of "Türkmenhimiýa" State Concern, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out necessary work.
Deputy-Chairman of the Cabinet N.Atagulyev reported on measures implemented to ensure a high level of participation of Turkmenistan in the world specialised exhibition «EXPO - 2027», planned to be held in Belgrade city of the Republic of Serbia.
As he informed, in the exhibition, the theme of which « Play for Humanity — Sport and Music for All», our national pavilion is expected to participate under the motto «Turkmenistan - a melody of peace and the land of health».
In this connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Summing up the report, President Serdar Berdimuhamedov marked that our country consistently develops trade and economic relations with world states. The Deputy-Chairman of the Cabinet was entrusted to prepare properly for the EXPO-2027 to be held in Belgrade city of the Republic of Serbia and to do corresponding work to that end.
Deputy-Chairwoman of the Cabinet B.Seyidova reported on the Program of major events to be held in February of the current year.
As she reported, in the forthcoming month it is planned to organise conferences, creative meetings, briefings, exhibitions, agitation and educational and song-music events on the occasion of the motto of 2026 «Independent neutral Turkmenistan - the native land of purposeful winged racers» and Day of the diplomatic worker of Turkmenistan.
In honour of the 35th anniversary of independence of Turkmenistan, «Türkmenfilm» Association named after Oguzhan plans to hold a number of events and celebrations, including conferences and the week of the films, which have been made in years of independence, in cultural centres of the capital and velayats.
Besides it, it is planned to organise a concert of melodies from Turkmen films performed by the State Symphony Orchestra of Turkmenistan as well as a number of other events in the Mukam Palace of the State Culture Centre of Turkmenistan in February.
In this connection, the Deputy-Chairwoman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov noted that in the year «Independent neutral Turkmenistan - the native land of purposeful winged racers» in our fatherland numerous festive events are planned and instructed the Deputy-Chairwoman of the Cabinet to prepare properly for the events planned in February, and to provide their high level.
Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on the course of preparation for the international Olympiads in higher educational institutions of the country.
As she informed, in March of the current year, the V Open international Internet Olympiad in the discipline «Resistance of materials» at the Turkmen state institute of architecture and construction, VI Open international mathematical Olympiad at the International university for the humanities and development as well as V Open international Internet Olympiad in the discipline «Theoretical mechanics» at the State institute of energy of Turkmenistan are planned.
In intellectual competitions, along with scientists, professors and teachers, students of higher educational institutions of our country, participation of representatives of prestigious higher educational establishments of the world is expected. The forthcoming Olympiads will have a huge significance in revealing new talents, promotion of international scientific cooperation and perfection of educational activity in the educational and methodical plan.
In this connection, the Deputy-Chairwoman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov pointed out that in our country reforms are successfully realised in the education sphere, the great attention is given to revealing the talented youth, international cooperation in this area grows stronger. Having approved the proposal to hold international Olympiads in a number of higher educational institutions of the country, the head of the state instructed the Deputy-Chairwoman of the Cabinet to carry out necessary work in that regard.
Then, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on cooperation of Turkmenistan with the International Labour Organisation (ILO).
As he informed, development of partnership of our country with authoritative organisations, in particular, with the United Nations and its international agencies and establishments acts as one of the key vectors of the foreign policy pursued by the President of Turkmenistan.
In that connection, Turkmenistan carries out corresponding work with the International labour Organisation on the margins of multilateral conventions for maintenance of worthy labour conditions and protection of the rights of all parties in labour relations.
Interaction between the Government of our country and the given structure was carried out within the framework of the Road map of actions for cooperation for 2024-2025. As was reported, considering positive results of bilateral partnership, the Ministry of Foreign Affairs suggests to prolong the action of the given Road map until the end of 2026 and to attract representatives of corresponding state structures and public organisations of Turkmenistan to take part in realisation of the actions planned in it.
The actions designated in the Road map, are aimed at solution of a number of important tasks. In particular, one of the priority areas defines the strengthening of political and legal framework for forced labour prevention, including children's labour.
At the same time, the Road map plans further perfection of national legislative framework.
A special importance is also attached to increase the work on realisation of legally significant measures. In this regard, state structures and trade unions plan to carry out due work on protection of the labour law.
Besides it, for conduction of more large-scale reforms, creation of database for calculation, gathering and analysis of corresponding indicators of the labour law is planned.
It is planned to continue the regular dialogue between the International Labour Organisation and the Government of Turkmenistan. Along with it, it is proposed to hold bilateral meetings between representatives of the Ministry for Foreign Affairs, the Ministry of Labour and Social Protection of the population, the profile ministries and branch departments with experts of ILO for discussion of political and practical measures on child labour prevention on a regular basis.
Having heard the report, President Serdar Berdimuhamedov noted that in the foreign policy of Turkmenistan, a great significance is given to the strengthening of cooperation with the United Nations Organization and its agencies. An emphasis was also made on the significance of further development of partnership of our country with the International Labour Organisation. Having approved the presented proposals, the head of the state instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to carry out due work to that end.
Deputy-Chairman of the Cabinet M.Chakyev reported on the activities carried out to develop digital economy in the country.
As he informed, under the conditions of prompt development of digital technologies in the world, national approaches to development of artificial intelligence (AI) obtain a growing significance.
In that connection, development of rules of use of technologies of AI, regulation of interaction of objects of artificial intelligence, including definition of powers, rights, duties and responsibility of state structures as well as development of national standards and technical regulations for technologies and AI products are required.
The Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov marked that in our country an effective work is carried out to develop digital economy and introduce innovative technologies in sectors of national economy. In that regard, as was underlined, development of artificial intelligence and adjustment of international cooperation in the field is important. Having approved the submitted proposal, the head of the state instructed the Deputy-Chairman of the Cabinet to take necessary measures in this regard.
At the meeting, a number of other issues of state life, on which corresponding decisions were made, were also considered.
Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their work for further prosperity of our sovereign fatherland.
