Today, President Serdar Berdimuhamedov held an online meeting of the Cabinet of Ministers to sum up the work carried out in the country for ten months of the current year.

Chairwoman of the Mejlis D.Gulmanova, who informed on results of the activity of the national parliament for January-October of this year, was the first to take the floor at the meeting.

As she informed, in the considered period, 8 legal acts, including Laws of Turkmenistan «On establishment of the anniversary medal of Turkmenistan «Türkmenistanyň Garaşsyzlygynyň 35 ýyllygyna bagyşlanyp geçirilen dabaraly harby ýörişe gatnaşyja" and "On state protection of Akhal-teke horses» as well as 15 resolutions of the Mejlis were adopted.

In addition, respective amendments and additions were made in the legal acts connected with protection of the rights and legitimate interests of citizens, maintenance of industrial safety of industrial objects, perfection of accounting and financial reporting, highways and road activity, preservation of the environment, preservation of water biological resources and increase of efficiency of migration policy.

Besides it, in the Mejlis, 8 credentials from Extraordinary and Plenipotentiary Ambassadors of several countries accredited in Turkmenistan were received.

In the specified period, 48 meetings were held with representatives of parliaments of various states, diplomatic missions of foreign countries in Turkmenistan and international organisations and prospects of development of bilateral cooperation were discussed. Deputies and specialists of the Mejlis took part in 105 seminars organised by corresponding ministries and sectoral departments of the country together with international structures. For the purpose of exchange of experience in law making, representatives of the national parliament made 24 international business trips.

Summing up the information, President Serdar Berdimuhamedov drew the attention to the significance of the further strengthening of legal framework of our sovereign fatherland and consecutive perfection of legislation of the country.

Then, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on macroeconomic indicators of national economy for ten months of the current year.

As he reported, the pace of increase of GDP for the specified period made up 6,3 percent, including in the industrial complex this indicator reached 3,8 percent, construction - 6,8 percent, transport-communication sector - 10,4 percent, trade - 8,6 percent, agriculture - 1,2 percent, sphere of services - 8,5 percent.

As compared to the similar period of the past year, for the January-October period of the current year as a whole the output has increased by 10 percent. In branches of economy, positive industrial indicators were reached.

During the considered period, as compared with the same period of the past year, the volume of retail trade grew by 10,6 percent, and foreign trade turnover - 9,5 percent.

For the January-October period of the current year, the plan for revenues part of the State budget was executed by 102,2 percent, and expenditures - 97,3 percent.

In the specified period, in state institutions financed at the expense of the budget and self-financing, salaries, pensions, welfare payments and scholarships students were paid and allotted timely and fully.

The volume of capital investments, made at the expense of all sources of financing, as compared with the similar period of the past year, was higher by 3,3 percent.

He also reported on the work realized for the January-October period of 2026 within implementation of the National rural redevelopment program, including the course of construction of different projects.

Summing up the report, the head of Turkmenistan emphasised the necessity of further perfection of the activity of the financial and economic and bank complex. Having pointed out the importance of realisation of measures aimed at maintenance of high rates of increase of GDP, harmonious development of branches of economy, President Serdar Berdimuhamedov gave the Deputy-Chairman of the Cabinet corresponding instructions.

Further, Deputy-Chairman of the Cabinet G.Agajanov reported on results of the work implemented for the January-October period of 2026 to increase production of oil and natural gas and expand routes of their export to world markets.

As he informed, in the specified period, the oil production plan was fulfilled by "Türkmennebit" State Concern by 109,3 percent, its processing by profile factories - 107,1 percent.

Fulfilment of the gasoline manufacture plan made up 118,9 percent, diesel fuel - 115,7 percent, kerosene - 105,6 percent, lubricant oils - 100 percent, liquefied gas - 112,1 percent. The same indicator in production of natural and accompanying gas reached 108,3 percent, export of natural gas - 109,1 percent.

Summing up the report, President Serdar Berdimuhamedov underlined that one should carry out the work properly to make an effective use of industrial potential of the national oil and gas complex, increase of oil and natural gas production and continue discovery of new oil and gas deposits. In that connection, corresponding instructions were given to the Deputy-Chairman of the Cabinet.

Deputy-Chairman of the Cabinet T.Atahallyev reported on results of the activity of the supervised complex for ten months of the current year as well as the course of seasonal agricultural campaigns in velayats.

As he informed, the rate of increase of volumes of output of production in the branch as compared with the similar period of the past year made up 118,2 percent. By the Ministry of Agriculture this indicator was equal to 111,4 percent, by the Ministry of Environmental Protection - 107,3 percent, by the State Water Economy Committee - 107,4 percent, by "Türkmenpagta" State Concern - 122,1 percent, by «Türkmengallaönümleri» State Association - 126,4 percent, by «Türkmenobahyzmat» State Association - 100,7 percent, by the State Food Processing Association - 121,6 percent, by the State Cattle Breeding and Poultry Association - 104,7 percent and by «Türkmen atlary» State Association - 101,1 percent. The plan for realization of investments was fulfilled by 149, 2 percent.

At the same time, he reported that at present, within seasonal campaigns, proper care is taken of winter wheat according to agro-technical standards. Measures are also taken to harvest cotton to the last box. In addition, preparation for the well-organised national tree planting goers on.

Having heard the report, President Serdar Berdimuhamedov noticed that one should continue complex development of the agro-industrial complex and strengthen its material and technical basis. The head of the state instructed the Deputy-Chairman of the Cabinet to hold issues connected with increase of volumes of output and improvement of the quality of production in the agricultural branch and strict supervision of the state of affairs in the supervised sphere constantly in the centre of attention.

Deputy-Chairman of the Cabinet B.Annamammedov reported on results of the work of the accountable complex for the January-October period of 2026.

As he informed, the production and work plan in the given sector in the specified period was fulfilled by 118,8 percent. The same indicator by the Ministry of Construction and Architecture reached 102,6 percent, by the Ministry of Industry and Construction Production - 132 percent and by the Ministry of Energy - 103,7 percent.

By the Ministry of Motor Roads, the production and work plan was fulfilled by 107,5 percent, by "Türkmenhimiýa" State Concern - 122,9 percent and by the khyakimlik of Ashgabat city - 133 percent.

Having heard the report, President Serdar Berdimuhamedov drew the attention to the importance of adoption of appropriate measures for consecutive modernisation of enterprises of the construction and industrial complex, increase of overall performance of chemical enterprises, electric power manufacture, and construction and reconstruction of highways. In that connection, concrete instructions were given to the Deputy-Chairman of the Cabinet.

Then, Deputy-Chairman of the Cabinet N.Atagulyev reported on results of the work of subordinate ministries and sectoral departments and the private sector for the January-October period of this year.

As he informed, by the Ministry of Trade and Foreign Economic Relations, the rate of increase of goods turnover for the considered period as compared with the similar period of the past year made up 114 percent.

By the Ministry of Textile Industry, the rate of increase of production as compared to the same period of the past year made up 109,6 percent, release of cotton yarn reached 103,4 percent, cotton fabric - 101,7 percent, sewing and knitted products - 103,6 percent, tanning production - 100,4 percent.

The rate of increase of profits by enterprises of «Türkmenhaly» State Association reached 106 percent.

For the accounting period, the State Commodity and Raw Materials Exchange held 249 exchange auctions and registered 25 thousand 987 contracts. As compared to the same period of the past year, the rate of increase of aggregate profits made up 146, 4 percent.

For the January-October period of 2026, the rate of increase of the work carried out by the Chamber of Commerce and Industry reached 107,3 percent. For the specified period, 22 exhibitions and 10 conferences were held.

By the Union of Industrialists and Entrepreneurs, the rate of increase of manufacture of agricultural and food production was equal to 109,7 percent, industrial goods - 108,1 percent.

The rate of increase of goods turnover reached 110,2 percent, and in the sphere of services - 109,3 percent.

Having heard the report, President Serdar Berdimuhamedov instructed the Deputy-Chairman of the Cabinet to hold supply of markets and shops with food and other demanded production under constant control. At the same time, he gave instructions to make high-quality production at enterprises of textile industry and carry out appropriate work to develop the private sector.

Deputy-Chairwoman of the Cabinet B.Seyidova reported on results of the activity of the supervised sphere for the January-October period of the current year.

As she informed, in the specified period, various cultural events and celebrations were held on the occasion of the motto of the year 2026 «Independent neutral Turkmenistan - the homeland of purposeful winged horses». With a view of explanation of the goals outlined at the meeting of the Khalk Maslakhaty, forums were organised.

Besides it, the competition for the award of the President of Turkmenistan «Türkmeniň Altyn asyry» was announced. In connection with chairmanship of our country in 2026 in the Commonwealth of Independent States within the events, in Avaza national tourist zone the next meeting of heads of states and public broadcasting companies of member countries CIS, the final round of the international competition «Tatars kyzy - 2026», a briefing devoted to achievements in the sphere of television and motion picture arts, ceremony of awarding of winners of the interstate competition of television films of states-participants of CIS «"Flight of the Steed: Strength and Grace» and a concert of workers of art and culture were held at top level. During the same period, at the capital versatile stadium "Aşgabat" a concert of famous foreign singers was held.

Thanks to joint efforts of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship and Heydar Aliyev Foundation in the showroom of the Academy of Fine Art of Turkmenistan the international exhibition "Mother Nature" started its work. In the fine art museum, the exhibition of painting and photos «Magnificent China: art and beauty of Xinjiang» was opened.

In the specified period, creative groups, teachers and students of our country participated in the IV international students’ theatre festival of the Turkic world held in Turkestan city (Kazakhstan), Youth Delphic Games of CIS states-participants and VIII international puppet theatre festival "Chodari Khayol", held in Dushanbe (Tajikistan), IV international theatre festival of TURKSOY member countries organized in Andijan (Uzbekistan), VII international competition «Altyn dombra» held in Atyrau city (Kazakhstan). Representatives of Turkmenistan successfully performed in those creative forums and received various awards and prize-winning places. Besides it, famous workers of art and culture of our country were awarded the II class of the Order «Dostyk (Friendship) » of the Republic of Kazakhstan.

She also reported on results of the work of mass media and Turkmen state publishing service.

Summing up the report, President Serdar Berdimuhamedov focused attention on the significance of further perfection of activity of the sphere of culture and wide popularisation of the national heritage. At the same time, the necessity of organisation of the work restoration, conservation, protection of historical and cultural monuments according to requirements of the present time was marked. In that connection, corresponding instructions were given to the Deputy-Chairwoman of the Cabinet.

Then, Deputy-Chairman of the Cabinet B.Mammedov reported on results of the activity of subordinated structures for the January-October period of the current year.

As he informed, within ten months the measures aimed at modernisation of the education system, wide introduction of advanced methods of teaching were carried out. Schoolchildren and students took part in the international subject Olympiads and won 1039 medals as a total. Higher educational institutions of the country organised 10 international Olympiads and 15 international scientific-practical conferences.

In the specified period, the work on development of the sphere of science according to the world standards, introduction of scientific achievements was conducted. Along with it 666 textbooks, manuals and programs were approved. During the considered period, the Turkmen delegation took part in international forums and scientific conferences.

According to the Government program «Saglyk», measures on public health care, maintenance of availability of high-quality medical services and promotion of reached successes internally were realised. At the expense of the Charity Foundation created at the initiative of National Leader of the Turkmen people Hero-Arkadag, various medical operations and treatment of sick children were carried out.

Besides it, on October 10-12, the international exhibition and scientific conference «Public health services, education and sports in the Era of Revival of the new epoch of the powerful state» were held at high level. With participation of Hero-Arkadag, an additional new medical building of the sanatorium "Archman" was put into operation. With participation of the President of Turkmenistan, the opening of the International scientific-clinical centre of oncology, Stomatology centre, International centre of paediatrics also took place. The state awards and honorary titles were given to 40 workers of public health services.

In addition, the due work was carried out to develop physical culture and sports. Turkmen athletes showed good results at international competitions and won in total 179 gold, 188 silver and 223 bronze medals.

Having heard the report, President Serdar Berdimuhamedov emphasised the importance of further perfection of activity of spheres of science, education, public health services and sports and instructed the Deputy-Chairman of the Cabinet to raise the qualification of employees of education, to improve the activity of system of public health services and develop sports.

Then, the floor was given to Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov who reported on results of the work, carried out by the foreign policy department of the country for the January-October period of the current year.

He informed that in the specified period, the Ministry of Foreign Affairs realised concrete steps with a view of implementation of the foreign policy of the President of Turkmenistan, fulfilment of goals on expansion of bilateral and multilateral relations of our permanently neutral fatherland with foreign states and authoritative organisations.

In development of international cooperation, a special role is attached to visits and summits. It was in that connection reported that within ten months of the current year, visits of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag to the United States of America, China, Austria, the Russian Federation, Great Britain, Iran, Afghanistan and Kingdom of the Netherlands were organised.

During the accounting period, visits of the President of Turkmenistan to Kazakhstan, Azerbaijan, Georgia, Kyrgyzstan, Republic of Korea, Armenia and Turkey took place.

At the same time, on October 8-9, 2026 for participation in the summits, which were held in Avaza national tourist zone, our country was visited by Presidents of Azerbaijan, Byelorussia, Kazakhstan, Kyrgyzstan, the Russian Federation, Tajikistan, Uzbekistan, Islamic Republic of Iran and the Prime Minister of Armenia.

On May 22, in the capital, the meeting of heads of governments of the Commonwealth of Independent States took place. For participation in the meeting, Turkmenistan was visited by heads of governments of 7 countries of the Commonwealth.

During the considered period, through the Ministry of Foreign Affairs our state was visited in general by 718 foreign delegations, from Turkmenistan 1189 delegations were sent abroad.

For the January-October period of this year, 385 online meetings of various levels took place. In the specified period, in Turkmenistan together with foreign states and international organisations 1971 official negotiations and meetings were held.

The strengthening of contract-legal basis of international relations also acts as important goals. From the beginning of the year, 219 international documents were concluded.

As he reported, the Ministry of Foreign Affairs of our country during the accounting period carried out political consultations with foreign policy departments of 30 states.

As he reported, development of diplomatic relations through embassies of foreign countries acts as one of the important vectors of the foreign policy of our neutral fatherland. In that connection, for the January-October period of 2026, credentials from newly appointed ambassadors of 14 states in Turkmenistan and resident co-ordinator of the United Nations in our country were received.

In addition, 4 ambassadors of Turkmenistan, and permanent representatives of our country at the United Nations and at the Organization of Islamic Cooperation handed their credentials and officially started their duties.

Summing up the report, President Serdar Berdimuhamedov underlined that the strengthening of bonds of friendship and brotherhood, mutually beneficial cooperation with world states acts as one of the priority vectors of the foreign policy of our fatherland. In the given context, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs was instructed to continue work in this sphere and properly prepare for the organisation of international events planned by the end of the current year and for the holiday of neutrality of our independent fatherland.

Further, Deputy-Chairman of the Cabinet B.Annayev reported on results of the activity of accountable structures for the January-October period of 2026.

As he informed, the rate of increase of the work and rendered services in the transport-communication complex made up 113,6 percent.

As compared to the similar period of the past year, the work plan for cargo transportation by all modes of transportation was fulfilled by 108,5 percent, and passenger transportation - 101,9 percent.

For the considered period, the rate of increase in the field of services by the Ministry of Railway Transport reached 107,4 percent, by Ministry of Motor Transport - 114,9 percent, by «Türkmenhowaýollary» Public Service - 118,3 percent, by Marine and River Transport Public Service- 101,4 percent and by the Ministry of Communications - 115,1 percent.

Having heard the report, President Serdar Berdimuhamedov emphasised the importance of control over further modernisation of material and technical basis of the transport-communication complex. The Deputy-Chairman of the Cabinet was also instructed to take measures for increase in volume of passenger and cargo transportation, effective utilisation of possibilities of digital system and increase in a spectrum of rendered services.

Then, addressing members of the Cabinet, the head of Turkmenistan with satisfaction stated that results of the work fulfilled for ten months of the current year, show good indicators and success of realised government programs in development of the country.

- In the specified period, the rate of increase of GDP was kept stably by 6,3 percent. Transformations in sectors of economy proceed, industrial branches are consistently modernised, - President Serdar Berdimuhamedov said and marked that in the country construction of large industrial projects, apartment houses, schools, kindergartens and other facilities is conducted.

A special emphasis was made on the necessity of realisation of effective activity aimed at successful solution of set goals and realisation of adopted programs.

At the meeting, a number of other important issues of state life, on which corresponding decisions were made, were also considered.

Having concluded the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and big successes in their activity for prosperity of our sovereign fatherland.
