13th session of the Mejlis of the 6th Convocation has taken place in video conference format. Number of new laws, legal and regulatory acts have been adopted at the session. Heads of some ministries and departments, representatives of mass media have been invited to the session.
According to the agenda, Draft Law of Turkmenistan on approval and implementation of Arbitrage Procedural Code of Turkmenistan has been brought out for review by the deputies. This normative and legal act, which regulates arbitrage procedures, in other words cases related to entrepreneurship activity, is to provide protection of rights and legal interests of legal entities and individuals, to support the strengthening of law in economic sphere, is entered into force in new editions since October 1, 2021.
Interested exchange of opinions has taken place during discussion of the Draft Laws of Turkmenistan on establishment of honorary title of Turkmenistan «Türkmenistanyň halk itşynasy» and on establishment of honorary title of Turkmenistan «Türkmenistanyň at gazanan itşynasy».
The spokesmen highlighted that preservation and popularization of national historical and cultural heritage in the world are the main priorities of the government policy. Development of breeding of Turkmen shepherd dogs has become an important aspect of large-scale work performed in this sphere.
Further, the Draft Law of Turkmenistan on prevention and mitigation of emergency situations in new edition has been brought out for discussion by the deputies.
In this regard, it was noted that all measures are taken in the country for reduction of risks of natural disasters and emergency situation of manmade and natural origin and their timely prevention. Close partnership has been established with specialized UN agencies for improvement of the potential of relative government facilities and structures.
The Agreement on cooperation in prevention and elimination of emergency situations in the Caspian Sea, which has been signed at the IV Summit of the heads of the Caspian States, have been developed at the initiative of our country.
The State Program of implementation of the main directions of the government policy in civil defense for 2019 – 2030, which pay special attention to the activities for reduction of risks of natural disasters, preparedness and response to emergency situations, which includes the formation of relative legal base, establishment of modern service of emergency medicine, strengthening of seismic safety, combating desertification and other aspects, has been adopted.
In this context, the importance of new Law, which sets out legal and organizational bases of the activity related to prevention and response to emergency situations caused by an incident at certain place, other dangerous situation of manmade character, catastrophe, dangerous natural occurrence or other disaster, has been highlighted.
Further, the Draft Law on combating the legalization of proceeds of crime, the financing of terrorism and financing of proliferation of weapons of mass destruction, which was developed in new edition, has been presented to the deputies.
The participants highlighted that foreign policy of Turkmenistan is a strategy of peace, creativity and development. Strictly following this course, our country hold active position on combating against global challenges and threats, makes significant contribution to provision of stability, security and sustainable development of the region and global scale.
Turkmenistan strictly follows the provisions of relative conventions, treaties and programs of the UN, take a constructive part in implementation of the UN Global Counterterrorism Strategy, work close with the UN Regional Center of Preventive Diplomacy for Central Asia as well as with the Financial Action Task Force (FATF) Group. Eurasian Group on Combating Money-Laundering and Financing of Terrorism and other structures in this field.
Last December, President Gurbanguly Berdimuhamedov has approved National Action Plan for 2021 – 2024 for implementation of the Strategy of Turkmenistan on prevention of violent extremism and combating the terrorism for 2020 – 2024.
Taking into account these documents and advanced world practice, new edition of the Law, which determines legal basis of combating money-laundering, financing of terrorism and proliferation of weapons of mass destruction, regulates legal relations of individuals who make operations or monetary deals or other property, authorized body and other government authorities in this sphere.
The report of the Authorized Human Rights Representative in Turkmenistan – the Ombudsman, which highlighted the main directions of the policy for provision and observation of economic, social, cultural, political rights and freedoms of citizens pursued by President Gurbanguly Berdimuhamedov has been presented and outcomes of work in this direction have been analyzed at the session.
Further, the Draft Law on Prevention of infectious diseases has been brought out for discussion. Discussing the Law, which determines legal, organizational, economic and social foundations of the prevention of infectious diseases, the deputies highlighted that our country takes targeted measures for improvement of entire system of health protection, modernization of the infrastructure of the system, expansion of range and improvement of quality of medical services rendered to the population.
Further, Draft Law on Renewable sources of energy has been brought out to parliamentarians for review. The spokesmen highlighted that special attention is paid in Turkmenistan to environment protection, rational use of natural resources, steadfast transit to the ‘green economy’. Innovative and eco-friendly technologies are implemented in oil and gas sector, power energy sphere, chemical industry, transport and other spheres and branches.
Last December, the head of the state has approved National strategy for development of renewable energy in Turkmenistan until 2030. The strategy defines the utmost objectives in this direction. Our country is also a member of International Renewable Energy Agency (IRENA) and works close with the UNDP, OSCE and other international structures in this field.
In this regard, new Law, which specifies legal, organizational, economic and social foundations of the activity in the sphere of renewable sources of energy and regulates relations connected to the use of the sources including solar, wind, natural movement of water flows, heat of the Earth and environment, manmade sources of initial energy resources (bio mass, biogas and other fuel received from organic wastes) has special currency.
The deputies have also reviewed the Draft Laws on amendments and addendums of the Code of Turkmenistan on Administrative Violations, on amendments and addendums of some legal acts of Turkmenistan, on amendments and addendums of the Law of Turkmenistan on Border Guard Forces of Turkmenistan, on amendments and addendums of the Law of Turkmenistan on Facilities, on amendments and addendums of the Law of Turkmenistan on the State Pension Insurance, on amendments of the Code of Turkmenistan for Social Protection of the Population, on amendments of the Family Code of Turkmenistan, on amendments and addendums of the Law of Turkmenistan on Culture, on amendments and addendums of the Law of Turkmenistan on the State Land Cadaster, on amendments and addendums of the Law of Turkmenistan on Horse Breeding and Equestrian Sports, on amendments and addendums of the Law of Turkmenistan on Diplomatic Service, on amendments and addendums of some legal acts of Turkmenistan, on amendments and addendums of some legal acts of Turkmenistan.
At the same time, Draft Resolutions of the Mejlis on Ratification of the Memorandum of Understanding between the Government of Turkmenistan and the Government of the Republic of Azerbaijan on joint exploration and development of hydrocarbon resources of Dostluk Field in Caspian Sea, on joining to the Convention against Discrimination in Education, on Ratification of the Convention No. 122 concerning Employment Policy, on joining the Patent Law Treaty, on joining the Convention on the Protection and Promotion of the Diversity of Cultural Expressions, on Ratification of the Agreement on Foundation of the Institute of Central Asian Regional Economic Cooperation.
Draft legal acts, which have been brought out to the session of the Mejlis of the 6th Convocation for review, have been unanimously approved and adopted.
