Meeting of the State Security Council of Turkmenistan

Today, the President of Turkmenistan and Supreme Commander-in-Chief of the Armed Forces, Army General Serdar Berdimuhamedov, held a regular meeting of the State Security Council to resume the work accomplished by military and law enforcement agencies during the first eight months of the current year. The agenda also included issues related to ensuring security and stability in our independent state, strengthening the material and technical infrastructure of security agencies, and further improving their operations.

The first to speak was the Secretary of the State Security Council and Minister of Defense, B. Gundogdyev, who reported on the work carried out within the Armed Forces since the beginning of the year, as well as measures taken for the professional retraining of personnel, the expansion of capabilities for the effective execution of their duties, and the resolution of social issues. Additionally, a report was presented on preparations for the military parade marking the 35th anniversary of the Fatherland’s sacred independence.

After hearing the report, the head of state emphasized the importance of continuing to take practical steps to modernize the material and technical infrastructure of the Armed Forces, enhance the professional skills and experience of military personnel, and improve their service and living conditions. In this regard, specific instructions were issued to the Secretary of the State Security Council and Minister of Defense.

Prosecutor General B. Muhamedov reported on the results of activities over the first eight months of the year, specifically regarding the oversight of compliance with regulatory legal requirements across ministries and sectoral agencies. Furthermore, a report was presented on the implementation of digital systems within the prosecutor’s office and the fulfillment of objectives outlined in the relevant development Program for the agency.

After hearing the report, President Serdar Berdimuhamedov emphasized the need to keep the implementation of laws and legal acts under constant scrutiny and issued a series of instructions to the Prosecutor General.

Continuing the meeting, the Supreme Commander-in-Chief of the Armed Forces signed a resolution regarding the appointment and dismissal of prosecutors.

Next, Minister of Internal Affairs M. Hydyrov reported on activities carried out from January to August of this year, including measures taken to prevent public order violations, monitor compliance with fire safety regulations, and implement digital technologies and best practices within the ministry’s structural units. A report was also presented on events organized as part of the nationwide “Road Safety – Peace of Mind in Our Lives” campaign taking place in September.

Summarizing the report, President Serdar Berdimuhamedov highlighted the need to consistently improve efforts to maintain public order and prevent offenses in Turkmenistan. The head of the Ministry of Internal Affairs was also instructed to ensure the high-quality execution of the “Road Safety – Peace of Mind in Our Lives” campaign.

Chairman of the Supreme Court B. Hojamgulyyev reported on the work carried out during the designated period to successfully fulfill the objectives of the agency’s development program – specifically regarding organizing the judicial system’s activities in line with modern realities, implementing best practices, and enhancing staff qualifications.

After hearing the report, the Supreme Commander-in-Chief of the Armed Forces emphasized the need to properly conduct work aimed at protecting the interests of the state and society, upholding the rule of law and public order, and ensuring citizens’ rights. Highlighting the importance of the continuous professional development of judges, the head of Turkmenistan issued a series of specific instructions to the head of the Supreme Court.

Next, Minister of National Security D. Meredov reported on the work accomplished since the beginning of the year to protect state interests and maintain stability in the country, as well as on the active use of modern technologies in the agency’s operations.

After hearing the report, President Serdar Berdimuhamedov noted the importance of continuing effective work to ensure tranquility in Turkmenistan and issued specific instructions to the minister in this regard.

Head of the State Border Service I.Ilamanov reported on the results of activities during January–August period of the current year regarding the successful fulfillment of tasks to guard the sacred frontiers of the Fatherland and improve service and living conditions for military personnel, as well as on measures taken to widely utilize digital system capabilities in the agency’s operations.

After hearing the report, the Supreme Commander-in-Chief of the Armed Forces emphasized that Turkmenistan’s state border is a border of friendship and fraternity, instructing the head of the Service to continue the work of strengthening the material and technical base of the Border Troops at a high level.

Next, Minister of Justice M.Taganov reported on the results of his agency’s activities over the first eight months of the year, outlining practical steps taken to modernize national legislation – drawing on international best practices – as well as efforts to enhance staff qualifications and implement digital systems across the agency’s structural units.

After hearing the report, the head of state emphasized the need to maintain constant oversight of the drafting of regulatory legal acts. Stressing the importance of organizing public awareness campaigns to explain the law and of continuously improving the quality of services rendered to citizens, the Supreme Commander-in-Chief of the Armed Forces issued a series of instructions to the head of the agency.

M. Hudaykulyyev, Chairman of the State Customs Service, reported on the results of the work accomplished by the agency since the beginning of the year within the framework of implementing the Development Program, as well as on measures taken to strengthen the material-technical base and enhance the Service’s operational efficiency through the introduction of digital systems and modern technologies.

After hearing the report, President Serdar Berdimuhamedov issued specific instructions to the head of the Service regarding the further improvement of compliance monitoring at customs checkpoints.

Next, A. Sazakov, Chairman of the State Migration Service, reported on the work carried out during the first eight months of the year – including efforts to align the agency’s operations with current realities – and on measures taken to implement digital systems and best practices.

Reporting on the construction of the administrative building for the Dashoguz Velayat Directorate, as well as the administrative building and staff housing for the Yolotan District Department of the Mary Velayat Directorate of the State Migration Service of Turkmenistan, the agency’s head submitted a draft of the relevant document for the Head of State’s consideration.

After hearing the report, President Serdar Berdimuhamedov signed the Resolution “On the construction of the administrative building for the Dashoguz Velayat Directorate, as well as the administrative building and staff housing for the Yolotan District Department of the Mary Velayat Directorate of the State Migration Service of Turkmenistan”, instructing the head of the Service to prioritize the improvement of migration services based on digital systems and the professional development of staff.

Then, addressing the meeting participants, the Supreme Commander-in-Chief of the country’s Armed Forces emphasized that this year marks the 35th anniversary of our Fatherland’s independence. This momentous date will be marked by grand celebrations, President Serdar Berdimuhamedov continued, emphasizing the importance of proper preparations for the upcoming holiday.

In accordance with Turkmenistan’s strictly defensive Military Doctrine, measures are being systematically implemented to maintain the security and territorial integrity of our independent, permanently neutral Motherland at a high level, to strengthen its defense capabilities, and to improve the living and social conditions of the defenders of the Fatherland and their families, the head of state said, stressing that work in this direction would continue.

A number of other issues were also reviewed at the State Security Council meeting, and appropriate decisions were adopted regarding them.

In conclusion, the President of Turkmenistan and Supreme Commander-in-Chief of the country’s Armed Forces, Army General Serdar Berdimuhamedov, wished the participants robust health and great success in their vital service dedicated to the peaceful and happy life of the people.
